Šie likumprojekti paredz laulības reģistrācijas lietu vešanu nodot arī zvērinātiem notāriem, lai veicinātu pamattiesības - stāties laulībā un dibināt ģimeni - realizāciju. Juridiskās komisijas sēdē mēs uzklausījām gan likumprojekta virzītājus - Tieslietu ministriju un zvērinātus notārus -, gan arī Latvijas Pašvaldību savienības pārstāvjus un Dzimtsarakstu nodaļu darbinieku asociācijas pārstāvjus. Komisijas sēdē izskanēja dažādi viedokļi. Tieslietu ministrija norādīja uz to, ka laulību reģistrācijas funkcijas nodošana arī zvērinātiem notāriem veicinās laulību noslēgšanu. Tas tika pamatots ar dažādām aptaujām un plašsaziņas līdzekļos izskanējušiem viedokļiem. Tieslietu ministrija un zvērināti notāri atsaucās uz to, ka līdzīgs regulējums kopš 2010.gada veiksmīgi darbojas Igaunijā. Tāpat Tieslietu ministrija un zvērināti notāri norādīja uz to, ka šīs funkcijas nodošana arī notāriem dos iespēju jau laulību noslēgšanas procesā saņemt konsultāciju par laulāto mantisko attiecību jautājumiem, kā arī nepieciešamības gadījumā laulāto mantiskās attiecības nokārtot vienlaikus ar laulības noslēgšanu, kas savukārt veicinātu tā saucamā ģimenes notāra idejas attīstību. Savukārt Latvijas Pašvaldību savienība norādīja uz to, ka jau šobrīd personas var noslēgt laulību jebkurā dzimtsarakstu nodaļā vai pie garīdznieka. Turklāt, ja personas vēlas juridiski sakārtot savas mantiskās attiecības, to var izdarīt tām pieņemamā laikā neatkarīgi no laulības reģistrācijas vietas. Latvijas Pašvaldību savienība norādīja arī to, ka pašvaldības ir ieguldījušas finanšu līdzekļus laulību reģistrācijas telpu veidošanā un darbinieku apmācībā. Savukārt Dzimtsarakstu nodaļu darbinieku asociācija norādīja, ka jau šobrīd laulību var noslēgt ar svinīgu ceremoniju vai bez ceremonijas. No tā ir atkarīga arī samaksa par šo procedūru. Dzimtsarakstu nodaļas norādīja, ka līdz šim ir tikušas galā ar šo funkciju un jau šobrīd personas, kuras vēlas reģistrēt laulību... ka dzimtsarakstu nodaļas nodrošina vienkāršu un lietišķu laulības reģistrēšanu un, viņuprāt, iesaistīt notārus šajā procesā nav nepieciešams. Tātad komisijā, kā mēs redzam, izskanēja dažādi viedokļi. Tomēr komisija balsojot nolēma atbalstīt likumprojektu “Grozījumi Notariāta likumā” pirmajā lasījumā. Līdz ar to komisijas vārdā es lūdzu atbalstīt minēto likumprojektu pirmajā lasījumā.".
