Šis grozījums ir nepieciešams, lai Saeimas deputāti, to skaitā arī opozīcijas deputāti, varētu pilnvērtīgāk pildīt vienu no parlamenta funkcijām, kas paredz izpildvaras kontroli. Parlamentārās izmeklēšanas komisijas ir viens no efektīvākajiem veidiem, kā īstenot minēto funkciju, tāpēc ir svarīgi, lai parlamentārās izmeklēšanas komisijas darbs būtu pilnvērtīgs. Vienlaikus šis likumprojekts paredz demokrātisku procedūru ievērošanu parlamenta darbā un ir saistīts ar Satversmes 1. un 59.pantu. Ko paredz šis likumprojekts? Likumprojekts paredz, ka par komisijas vadītāju tiek ievēlēts tas deputāts, kurš ir parakstījies par izmeklēšanas komisijas izveidošanas nepieciešamību. Mēs bieži vien brīnāmies un šausmināmies par to, ka parlamentam ir ļoti, ļoti zems reitings. Kur ir tā problēma? Mēs paši šo reitingu pazeminām ar savām darbībām un pretdarbībām. Es ceru, ka Baloža kungs, kad prezentēs savu grāmatu, to, kas skar parlamentārās izmeklēšanas komisiju vēsturi, tur arī būs atspoguļojis. Mēs varam minēt piemērus, ka viena vai otra parlamentārās izmeklēšanas komisija ir darbojusies veiksmīgāk vai neveiksmīgāk. Neveiksmīgas darbības piemērs. Es domāju, ka ļoti daudzi arī šeit klātesošie bija sašutuši, kad tika izveidota izmeklēšanas komisija saistībā ar G-24... par “Unibankas” un “Krājbankas” iespējamām nelikumībām privatizācijas procesā. Kas tad notika? Notika ļoti vienkāršs process. Tā kā saskaņā ar Satversmes 26.pantu parlamentārās izmeklēšanas komisija ir jāveido, tad toreizējā koalīcija panāca, ka par izmeklēšanas komisijas vadītājiem tika iecelti deputāti, kuru galvenais uzdevums bija bloķēt parlamentārās izmeklēšanas komisijas darbu, un rezultātā šīs komisijas darbība beidzās ne ar ko. Šobrīd ir izveidota parlamentārās izmeklēšanas komisija, lai saprastu situāciju saistībā ar korupciju, kāda pastāv valstī, ēnu ekonomiku un to, kāpēc pie mums nedarbojas lobisma likums. Sākšu no pēdējā. Pirmo reizi lobisma likums parlamentā tika prezentēts pirms pieciem gadiem. Līdz šim tas līdz Saeimai nav nonācis. “Jaunais laiks” (un pēc tam VIENOTĪBA) 2002.gadā ienāca politikā ar saukli “Cīnīties pret korupciju!”, un tika izveidota arī pretkorupcijas komisija. Ar mainīgām sekmēm, ar pārtraukumiem “Jaunais laiks” un VIENOTĪBA atradās visu laiku koalīcijā, ieņemot premjera amatu, finanšu ministra amatu, iekšlietu ministra amatu, amatus Aizsardzības ministrijā, Aizsardzības un iekšlietu komisijas vadītāju amatus, tās apakškomisijas vadītāja amatu, kas saistīta ar cīņu pret korupciju, Budžeta un finanšu (nodokļu) komisijas vadītāja amatu, un šo uzskaitījumu varētu turpināt bezgalīgi. Bet, kā jau vakar arī Saeimas priekšsēdētāja no šīs tribīnes paziņoja, mēs zaudējam vismaz 5 miljardus eiro jautājumos, kas saistīti ar korupciju. Padomājiet, tas ir praktiski otrs valsts budžets!".
