Vienam ir jārunā “par”, otram - “pret” likumprojektu. Ādamsona kungs ir runājis “par”, tātad man ir tā kā jārunā “pret”. Ādamsona kungs, par ko jūs runājāt? Jūs uzskaitījāt neskaitāmus Satversmes pantus un principus. Es domāju, ka šo likumprojektu nevajadzētu atbalstīt sekojošu apsvērumu dēļ. Parlamentārās izmeklēšanas komisijas lielākoties ir opozīcijas rosinātas, jo vairākuma rokās jau ir valdība. Parlamentārā izmeklēšana balstās dabiskajā opozīcijas nepatikā pret valdību. Opozīcijai līdz šim tika dotas tiesības vadīt šādas parlamentārās izmeklēšanas, jo tas atbilst varas dalīšanas principam, turklāt varas dalīšanas principa atvasinājums parlamentā ir tieši Saeimas mazākuma vērīgā acs pret vairākuma veidoto valdību. Šis likumprojekts paredz Latvijas parlamentārās tradīcijas likumisku nostiprinājumu, jo pēdējā izmeklēšanas komisijā, tajā, kas ir šobrīd, komisijā numur 31, šī tradīcija tika ar vairākuma gribu mainīta. Tagad parlamentārās tradīcijas pamatā ir samanāma pretēja tendence - Saeimas vairākums ir nostiprinājis principu, ka opozīcijai nekādā gadījumā nevar ļaut izvirzītās apsūdzības pierādīt. Vajag iecelt infantilu vadītāju, kas katrā komisijas sēdē mēģina runāt par mērķi, solās nākamajā komisijas sēdē sākt strādāt un velk laiku. Un ja nu izrādās, ka taisnība...? Ja nu izrādās, ka taisnība izmeklēšanas rosinātājiem? Un ja nu tiešām miljardus valsts budžetā var iekasēt, ja lobisma likumu pieņem, ja KNAB darbību efektivizē, VID darbību uzlabo? Ak, šausmas, kas tad varētu notikt, pat bail skaļi no šīs tribīnes par to runāt! Deputāti! Lūdzu, neatbalstiet konkrēto likumprojektu, jo, to pieņemot, sanāktu, ka tie, kas izvirzījuši apsūdzības, būs spiesti arī tās pierādīt! Varbūt viņiem tas varētu pat izdoties. Tas neatbilst Latvijas vairākuma politiskajai kultūrai. Kartelisms, blats un augstprātīgs smīns pret tautas vajadzībām. Ja likumprojekts tiks atbalstīts, tas var uzlabot politisko kultūru Latvijā. Ko tas nozīmē? Tas nozīmē, ka var uzlaboties Saeimas vairākuma (pozīcijas) un Saeimas mazākuma (opozīcijas) spēja konstruktīvi sadarboties kopējā labuma interesēs. Samazināsies shēmošana. Nu, tas taču ir negatīvi! Ja šāds likumprojekts tiktu pieņemts, vairs nevarētu, kā šobrīd, izshēmot situāciju un, lai “noraktu” opozīcijas ierosmi, ielikt izmeklēšanas komisijas vadībā deputātu, kuru par pilnu neņem pat savējie un kurš nezina, kas ir sēdes protokols un kā to apliecina. Latvijā parlamenta opozīcijas tiesības izriet no Satversmes ievada un 1.panta, Saeimas kārtības ruļļa, kas konkrēti regulē Saeimas darbu, tur ietvertajiem principiem, kuri nodrošina efektīvu opozīcijas darbu. Citēšu valststiesību autoritāti - Eiropas Savienības Tiesas tiesnesi Egilu Levitu: “Opozīcija nav formāla, bet gan faktiska politiska institūcija, kas ir ietverta parlamentārās demokrātijas konstitucionālajā iekārtā. Tai ir konstitūcijā paredzētās un vēl no tās izrietošās formālās konstitucionālās tiesības, kas vērstas uz to, lai tiesiskie noregulējumi būtu tādi, kas varētu pildīt šo uzdevumu. Arī parlamentārām procedūrām tādēļ ir jāatbilst šai loģikai, kura balstās parlamenta politiskajā dalījumā starp valdošo vairākumu un opozīciju. Tām jānosaka īpašas parlamenta mazākuma, tātad opozīcijas, tiesības, kuras valdošais vairākums nevar bloķēt.” Lūdzu neatbalstīt likumprojektu, jo tas ir taisnīgs, bet diemžēl neatbilst Latvijas parlamentārisma liekulīgajam partiju kartelismam un vairākuma vēlmei valdīt par jebkuru cenu. Pēc Saeimas sēdes notiks preses konference, kurā mēs neraustīsimies kā Nacionālās apvienības deputāti - atsaukt vai neatsaukt Dombravu... Dombrava grib aiziet prom, bet Dombravam neļauj.
