Toreiz Rēzeknē delegātu lēmums pavēra ceļu uz vienotu Latviju. Latgales pārstāvji kongresā izvirzīja arī konkrētas vēlmes, kā dzīvot kopīgajā Latvijā, paturot tiesības lemt baznīcas, skolu un Latgales iestāžu jautājumus. Diemžēl gadu gaitā šīs prasības netiks ņemtas vērā. Šo es atgādinu tāpēc, ka nu mums ir iespēja atdot Latgalei parādu. Latgales speciālās ekonomiskās zonas izveidošanas mērķis ir veicināt Latgales reģiona attīstību, piesaistot ieguldījumus ražošanas un infrastruktūras attīstīšanai, kā arī jaunu darba vietu radīšanai. 2015.gadā Vides aizsardzības un reģionālās attīstības ministrijai, kopā ar Latgales plānošanas reģionu un Latgales pašvaldībām izstrādājot Latgales rīcības plānu 2015.-2017.gadam, mērķis bija skaidrs - turpināt aizsākto darbu, radīt priekšnoteikumus šī reģiona uzņēmējdarbības vides stiprināšanai un ilgtspējīgai ekonomiskajai attīstībai. Latvijā ir augstākās reģionālās attīstības atšķirības Eiropā. Latgales reģiona iekšzemes kopprodukts šodien ir tāds, kāds tas Rīgā bija 2006.gadā. Taču darbaspējīgākie iedzīvotāji nav gatavi gaidīt 10 gadus, lai saņemtu tādas pašas iespējas, kādas tās ir 200-300 kilometru attālumā: Rīgā, Pierīgā un citās Latvijas lielajās pilsētās. Negatīvo ekonomisko seku dēļ Latgalē pēdējos 10 gados ir samazinājies iedzīvotāju skaits Daugavpils pilsētas apmēros. Latgales reģionā joprojām saglabājas augstākais bezdarba līmenis Latvijā. Neskatoties uz to, vēlos uzsvērt, ka Latgales reģionam joprojām ir augsts ekonomiskais attīstības potenciāls. Iedzīvotāju skaita ziņā tas ir otrs lielākais reģions Latvijā - ar savu valodu, kultūru un vērtībām, kas mums visiem ir saprotamas un kopīgas, kā arī labām iestrādēm rūpniecībā un īpašu ģeogrāfisku novietojumu starp Eiropas Savienību, Krieviju un Baltkrieviju. Latgale ir Eiropas Savienības ārējā robeža. Latgales atrašanās Eiropas pierobežā vienlaikus ir gan ieguvums, gan izaicinājums Latvijai un visai Eiropas Savienībai. (Starpsaucieni. Dep. A.Loskutovs: “Par priekšlikumu!”) Tāpēc ir sagatavots Latgales speciālās ekonomiskās zonas likums, kura mērķis - attīstīt Latgales ekonomiku, piesaistot ieguldījumus ražošanas un infrastruktūras attīstībai un jaunu darba vietu radīšanai. Apstiprinot šo priekšlikumu un likumprojektu kopumā, uzņēmumiem, kuri veiks ieguldījumus Latgales speciālajā ekonomiskajā zonā, būs iespēja pretendēt uz tiešo nodokļu, proti, uzņēmumu ienākuma nodokļa un nekustamā īpašuma nodokļa atvieglojumiem, kopā līdz pat 80 procentiem. Esmu pārliecināts, ka Latgales speciālās ekonomiskās zonas izveidošana ir ļoti būtisks priekšnoteikumus tam, lai Latgales reģiona attīstība Latvijā notiktu ne tikai uz papīra, bet arī reāli dzīvē. Ne rīt, bet jau šodien mēs raidītu signālu uzņēmējiem, ka viņiem būs iespēja ieguldīt savas investīcijas Latgales reģionā. Šodien, balsojot par 2.priekšlikumu un likumprojektu kopumā, ikviens no jums apliecinās, ka Latgales reģiona attīstība jums rūp ne tikai vārdos, bet arī darbos, apliecinās, ka ir gatavs radīt konkrētus instrumentus, lai Latgales reģions attīstītos līdzvērtīgi citiem Latvijas reģioniem.
