Kāpēc mēs vairs neuzticamies tam, kas bija radīts, lai nostiprinātu tikko atdzimušu, leģitīmu valsts varu? Jo šis likums, par kuru mēs runājam, bija radies pēc barikāžu laika - Latvijai pašā trauksmainākajā laikā. Jūs nekur anotācijā neizlasīsiet reālu situāciju, kuru ir paredzēts risināt ar jaunajiem pantiem. Tāpat jūs neredzēsiet pamatojumu steidzamībai. Ja mēs pieļaujam, ka ikkatrs likums nes sabiedrībai kādu labumu, tad domāju, ka šis būs izņēmums. Es nedomāju, ka ar savas varas stiprināšanu valstī jūs, godātie kolēģi, būsiet parūpējušies par iedzīvotājiem. Likuma 81.pants jaunajā redakcijā noteiks, ka par aicinājumu vērsties pret Latvijas Republiku (piemēram, pret Latvijas Republikas valsts varu) Satversmē neparedzētā veidā draud cietumsods līdz pieciem gadiem. Runājot par drošību, jāteic, ka pavisam nesen piedalījos diskusijā, uz kuru bija aicināts arī Valsts prezidents. Diskusijas laikā skanēja daudz vērā ņemamu apgalvojumu, piemēram, tas, ka Latvijas sabiedrība baidās pat no zemestrīces, kas Latvijā ir retums. Bailes ir mūsu ikdienas dzīves sastāvdaļa. Bet drošības sajūtu, kas pretstatīta bailēm, mums rada apvienošanās sabiedrībā un uzticēšanās augstākai varai. Vara parūpēsies par to, lai sabiedrība valsts teritorijā justos droši, lai nerodas dažādi elementi, kas destabilizē situāciju valstī. Kad mums būs pieņemts šis likums, mēs varēsim droši apgalvot, ka valsts ir izrādījusi agresiju pret cilvēkiem. Šāds likums ir drīzāk draudēšana, jo tas var ietekmēt gandrīz katru no mums. Un pēdējā atziņa no šīs diskusijas ir šāda: drošība ir ne tikai bruņojums, likums vai mutes aizvēršana. Drošība ir veselība, miers un labklājība. Mēs nevaram vairot valsts drošību ar vienu represīvu likumu, ja ar citiem likumiem destabilizējam sabiedrības drošību citās jomās, jo tajā brīdī, kad valsts būs jāaizsargā ar ieročiem rokās, uz ko mēs pēdējā laikā tiekam rūpīgi gatavoti, nebūs, kas to dara, jo daļa jau sēdēs cietumā, daļai banka vai valsts būs attiesājusi īpašumu un tā dzīvos zem tilta, bet daļa stāvēs rindā pie ārsta. Tāpēc, kolēģi, lūdzu, beidziet spekulēt ar drošību, kas mūsu iedzīvotājiem nav tikai tukša skaņa! Vēlreiz par grozījumiem. Komisijā es piedāvāju ar nelieliem precizējumiem atgriezties pie vecās redakcijas, saglabājot vardarbības nosacījumu tieši tādēļ, lai pasargātu tos, kuru darbības līdz šim nav bijušas kriminalizētas, bet kuru nodoms nav vērsts pret sabiedrības drošību. Kāpēc tā? Viens no iemesliem: likumprojekta iesniedzējiem acīmredzot šī situācija šķiet bīstamāka nekā terorisms.
