Sociālo un darba lietu komisija ir apgājusi Ministru kabinetu un lūdz atbalstīt šo likumprojektu tāpēc, ka mēs saskaramies ar tām problēmām, kādas ir avārijas seku likvidatoriem, kuri mēģina pierādīt, ka viņiem ir tiesības uz kaitējuma atlīdzību. Šodien ir tāda situācija, ka mums Latvijā ir 1900 likvidatoru (Zālē troksnis. Sēdes vadītāja noklaudzina ar āmuru.), kuri saņem to kaitējuma atlīdzību pie pensijas, un 1100 personas, kuras aizgājušas pensijā pēc 2000.gada un kurām nav šīs atlīdzības. Skaidrs, ka komisija uzskata, ka tas nav godīgi un to atšķirību mums vajadzētu kopīgiem spēkiem likumdošanas ceļā novērst. Mēs zinām, ka tiesā ir iesniegtas 28 prasības un 20 no tām jau ir izskatītas, un lēmumi ir pozitīvi attiecībā uz tiem iesniedzējiem, avārijas seku likvidatoriem, kuri šodien tiesājas ar valsti. Tas pasākums nav lēts - no speciālā sociālā budžeta tas prasīs 2,2 miljonus. Bet, tā kā tuvākajās dienās mēs pieminēsim tos cilvēkus, kuri izglāba Eiropu, izglāba arī mūs, es domāju, ka šodien par naudu runāt nav korekti. Šī katastrofa notika 1986.gada 26.aprīlī, un ļoti daudzi cilvēki, kuri piedalījās tās seku likvidācijā, tagad pēc tās apstarošanas jūtas ļoti slikti, un visa tā atlīdzība, kuru mēs varbūt arī mēģināsim viņiem izmaksāt, aizies zālēm un rehabilitācijas pasākumiem. Es saprotu, ka aģentūra citreiz pārmet mums to, ka mēs ļoti aktīvi caur komisiju virzām mēģinājumus palielināt pensijas un pabalstus, bet... Šodien, pēc 30 gadiem, tās ģimenes, kurās ir šīs avārijas seku likvidatori, jūtas ļoti apbižotas no valsts puses. Nav atrisināts jautājums par apbalvojumiem ar medaļām vai ordeņiem. Nav izskatīts projekts, kuru mēs nosūtījām prezidentam, un Ordeņu kapituls neizskatīja mūsu lūgumu. Nav vēl atrisināts jautājums, kā mēs godināsim šos cilvēkus. Viņu mums kļūst ar katru gadu mazāk un mazāk, un es domāju - ja šodien mēs atrisināsim jautājumu par šā kaitējuma atlīdzību, tas būs ļoti labs signāls un solis, kas liecinās par to, ka mēs saprotam un cienām šos cilvēkus, kuri, riskējot ar savu veselību, aizsargāja Eiropu no tās katastrofas. Un tās sekas, kuras jūt arī viņu bērni, šodien ir jūtamas un pamanāmas. Es vispār domāju, ka mums vajadzētu daudz vairāk naudas ieguldīt šajos rehabilitācijas pasākumos, tāpēc ka šodien ir redzams, ka tas starojums ir atstājis ietekmi ne tikai uz likvidatoriem, bet arī uz viņu bērniem.
