Nekādā veidā, protams, es nevēršos pret to sistēmu, ka Latvijas Republikā pozīcijas tiek apstiprinātas, izejot ķēdi “Ministru kabinets - Saeimas Eiropas lietu komisija”. Bet, cienījamie kolēģi, kurš, jūsuprāt, Latvijas Republikā pieņem lēmumus par to, kādi nodokļi tiks maksāti, kas ir ar nodokli apliekamais objekts, kā šie nodokļi sadalās starp budžetiem (kurš ir valsts budžetam piekritīgs nodoklis, bet kurš - pašvaldību budžetam piekritīgs nodoklis), kādā proporcijā šie nodokļi sadalās? Tā ir Saeima. Un, ja mēs runājam par pašu resursu sistēmu, nekas nav citādi. Tas ir tieši tas pats. Kādi nodokļi tiks attiecināti kā pašu resursi, kāda daļa no šiem nodokļiem...? Kādi maksājumi tiks ieviesti? Kādā apmērā, kādā proporcijā? Kas būs ar nodokli apliekamais objekts? Tā ir tā jautājuma būtība. Un tāpēc, manuprāt, lēmums par būtību, par to, kas ir tie resursi, kurus mēs kā Latvijas valsts piekrītam deleģēt un deleģējam kā kopējos resursus Eiropas Savienības budžetā, un par to, kādā proporcijā, - tas lēmums ir Saeimas kompetencē. Jo viena lieta ir procedurāli saskaņot pozīciju kā tādu, bet pavisam cita - pēc būtības akceptēt lēmumu par to, kas veido pašu resursu sistēmu. Tāpēc es uzskatu, ka pēc Latvijā apstiprinātās konstitucionālās kārtības šāda lēmuma pieņemšana ir Saeimas kompetencē. Manuprāt, atbalstot šo priekšlikumu, nerodas nekādas grūtības, jo Saeimā lēmums ir pieņemts. Saeima pieņem ļoti daudz lēmumu; šeit ir izstrādātas procedūras, lai to darītu vēlreiz. Ja Eiropas lietu komisija apstiprina sarunu pozīciju, tas pēc būtības nav Saeimas lēmums par to, kāda, piemēram, būs pašu resursu sistēma. Vērtējot Latvijas Republikas likumdošanas kārtību, šādu lēmumu - kādi būs maksājamie nodokļi un to daļas - var pieņemt tikai pati Saeima. Mani izbrīna tās bailes, ja izrādīsies, ka Eiropas lietu komisija kaut ko būs lēmusi un Saeima pēc tam lems citādāk. Tad man ir jautājums - cik demokrātiski un plaši ir diskutēts par tiem lēmumiem, kurus pieņem Eiropas lietu komisija, ja pēc tam ir bailes, ka šie lēmumi var būt pilnīgi atšķirīgi vai diametrāli pretēji, nonākot Saeimas balsojumā. Tāpēc mans lūgums ir atbalstīt šo priekšlikumu.".
