Parlamentārās izmeklēšanas komisijas izveidošana Latvijā ir viens no retajiem instrumentiem, patiesībā - vienīgais instruments, ar ko Saeimas mazākums var ietekmēt parlamenta, valdības un tātad arī visas valsts virzību. Sliktu likumu piemērošana vai ļaunprātīgi piemērotāji. Parlamentārā izmeklēšana ir politiska pārbaude izpildvarai. Kāpēc pie mums valdības vīri un sievas bieži vien netiek galā ar saviem darbiem? Likumu taču mums ir tik daudz! Daudz par daudz! Un būtībā tie lielākoties nemaz nav slikti. Nu, ņemsim, piemēram, ministrus, kuri būtībā ir parlamenta vairākuma gribas kalpi. Lai cik kritisks būtu politiķis pirms ministrēšanas un lai ko viņš domātu par resoru, par tajā strādājošo kapacitāti, tajā brīdī, kad viņš kļūst par iestādes politisko vadītāju - ministru, viņš būtībā kļūst par sava resora ķīlnieku.
