Pašreiz spēkā esošais Muitas likums ir pieņemts 1997.gadā, balstoties uz Eiropas Padomes 1992.gada regulu, kura nosaka Kopienas Muitas kodeksa izveides kārtību. 2004.gadā daudzi normatīvie akti muitas jomā mainījās, jo Latvija iestājās Eiropas Savienībā. Visnotaļ būtiski grozījumi tiek ieviesti līdz ar 2013.gada 9.oktobrī pieņemto jauno Eiropas Savienības Muitas kodeksu, kurš faktiski stāsies spēkā šī gada 1.maijā. Līdz ar to daudzas likuma normas, kuras ir pieņemtas, kā es jau teicu, 1997.gadā, ir būtiski novecojušas un izdarīt tajās kādas korekcijas nav lietderīgi. Tāpēc ir izstrādāts jauns Muitas likums, kurā ņemti vērā visi šie apstākļi. Varbūt gana ilgstošs ir bijis šis saskaņošanas process ar nozares pārstāvjiem, lai likumprojekts iegūtu tādu formu, kuru varētu skatīt Saeimas sēdē, un par to mēs komisijā arī daudz diskutējām, jo Ministru kabineta sagatavotais likumprojekts Saeimā iesniegts vien 24.martā, un iesniedzēji lūdz pieņemt to steidzamības kārtībā, lai likums stātos spēkā tajā pašā laikā, kad attiecīgā regula, tas ir, 1.maijā. Komisijā mēs par to diskutējām un nospriedām, ka tā nav cienīga kārtība - pieņemt jaunu likumu divos lasījumos. Kopā ar nozares pārstāvjiem, konkrēti ar Latvijas Tranzīta biznesa asociācijas pārstāvjiem, mēs vienojāmies, nonācām pie kopsaucēja, ka pieņemsim tomēr trijos lasījumos, tā, lai 20.maijā būtu šī likumprojekta pieņemšana trešajā jeb galīgajā lasījumā un jūnija pirmajās dienās likums stātos spēkā. Tā kā šī vienošanās ir panākta, es komisijas vārdā aicinu atbalstīt likumprojektu pirmajā lasījumā.".
