Tas ir rets gadījums... tas bija precedents Eiropas Savienības postpadomju telpā; tas radīja uzreiz lielu problēmu un izveidoja zemes īpašnieku šķiru, kas faktiski pārtapa par rantjē šķiru. Līdz ar to šodien tas... Likumprojekts skar vairāku simtu tūkstošu cilvēku likteņus, jo paredz, ka zemes īpašnieku intereses tiks apmierinātas par dzīvokļu īpašnieku un viņu ģimenes locekļu līdzekļiem. Anotācijā ir minēts, ka kadastrālā vērtība izpērkamiem zemes gabaliem var būt ap 180 miljoniem eiro. Un faktiski tas vēl nav viss, ņemot vērā, ka ir paredzēts koeficients - 1,18 procenti... Tas nozīmē, ka par 18 procentiem tā izpirkšanas cena būs augstāka. Šodien faktiski tas likumprojekts lobē zemes īpašnieku un valsts ierēdņu intereses, jo, kā jūs lasījāt anotācijā, ir paredzēts papildu finansējums tiesu izpildītājiem, Valsts zemes dienesta darbiniekiem... et cetera. Tas tiešām ir vajadzīgs, bet, godīgi sakot, tas viss tiks pārlikts uz nodokļu maksātāju pleciem. Ir jāpieņem vai nav jāpieņem šis likumprojekts? Neapšaubāmi, ir jāpieņem, bet ne tādā veidā, kā tas ir pasniegts. Mums komisijā bija garas diskusijas par šā likumprojekta likteni, jo, godīgi sakot, ilgi strādāja... Tas nebija viens gads; Tieslietu ministrijas darbinieki strādāja pie šā likumprojekta vairākus gadus, radot šo koncepciju, konstrukciju, kas ir piedāvāta. Bet vēl būs nepieciešams liels darbs. Un mūsu izvēle bija šāda: vai nu mēs noraidām šo likumprojektu (un tas darbs sāksies no gala), vai mēs paši ķersimies klāt un sāksim pie tā strādāt.
