No otras puses, tas, protams, ir ļoti satraucoši, jo tik tiešām fakti, kas tiek minēti, man kā cilvēkam, kas ar enerģētikas jautājumiem strādājis daudzus gadus, ir ļoti aktuāli. Joprojām Latvijai nav savas enerģētikas stratēģijas, un lielā mērā tā ir problēmas galvenā sakne, kas izskaidro to, kāpēc mēs esam tur, kur mēs esam, un kāpēc mums tagad ir jārisina šī problemātika ar nesamērojamiem, nepārdomātiem atbalsta instrumentiem, kā arī daudzus citus jautājumus, ar kuriem mēs nespējam tikt galā. Mēs pieņemam kļūdainu lēmumu pēc lēmuma, ko pēc tam atkal cenšamies labot. Tāpēc viennozīmīgi pirmais, kas būtu jādara, ja mēs gribam izbeigt šo nebeidzamo stāstu par problemātiku ar enerģētikas jautājumiem, tas ir, jāmaina sava attieksme. Jo nav iespējams atrisināt visu šo problemātiku, ja to turpina risināt tā, kā tas ir darīts līdz šim - katru atsevišķu jautājumu risinot, pamatojoties uz šauru interešu skatpunktu. Rezultātā ir tā - kurš lobijs ir spēcīgāks, kuras intereses spēcīgāk kāds spēj lobēt, tā labā tiek pieņemts kārtējais lēmums. Pēc tam nāk citi, kuri saka, ziniet, jūs mūs esat apbižojuši, un mēģina stumt to uz otru pusi. Un notiek tāda stumdīšanās. Tāpēc tiešām svarīgi būtu pirmām kārtām definēt skaidru mūsu valsts enerģētikas stratēģiju. Un tad saskaņā ar šo stratēģiju katrai jomai veidot atbilstošu normatīvo ietvaru. Es jums vēlos atgādināt, ka šādu normatīvo ietvaru attiecībā uz atjaunojamo enerģiju mēģināja izstrādāt pirms pāris Saeimām. Manuprāt, 10.Saeimā Ekonomikas ministrija neveiksmīgi iesniedza likumprojektu par atjaunojamo enerģiju, kurš pamatoti tika kritizēts, un kopš tā laika nekas tamlīdzīgs vairs nav noticis. Kāpēc es pašlaik par to runāju? Es vēlos informēt kolēģus, ka ar šiem jautājumiem es pats personīgi vērsos pie ekonomikas ministra un esmu saņēmis atbildi, kurā ekonomikas ministrs apliecina, ka viņš saprot šo problemātiku un ir gatavs to risināt pareizā veidā, tas ir, sākt ar stratēģiskajiem normatīvajiem dokumentiem un tad, balstoties uz tiem, tālāk risināt konkrētas atsevišķas problemātikas. Tāpēc es aicinu šim likumprojektam, ja mēs gribam tajā kaut ko skatīt, dot pietiekami ilgu termiņu līdz trešajam lasījumam, lai Ekonomikas ministrija sniegtu savu redzējumu un mūs pārliecinātu, ka beidzot Latvijai ir sapratne, kāda būs mūsu enerģētikas stratēģija. Un tad, pamatojoties uz šo stratēģiju, jau risināt tālāk katru atsevišķo problemātiku. Nevis otrādi, kā tas visu laiku ir darīts līdz šim. Paldies.".
