Katrs no mums ir priecīgs... ļoti vēlas, lai Latvijas iedzīvotāji ticētu savai valstij, proti, arī likumdevējiem, likumā ierakstītajām normām. Publiski mēs visi, arī Valsts ieņēmumu dienests un Valsts sociālās apdrošināšanas aģentūra, esam teikuši: “Maksājiet nodokļus, neņemiet algas aploksnēs, un tad jums būs labāk, jo pensija būs lielāka.” Izrādās tomēr, ka savulaik likumā bija iestrādāta šāda norma: tajās situācijās, ja cilvēkam pārāk strauji veidojas viņa pensijas kapitāla uzkrājums, valsts nevis atņem šo pensijas kapitāla uzkrājumu, bet vienkārši ieliek koeficientu zem “1”, un tādējādi cilvēka uzkrājums samazinās. Tātad cilvēkam pensijas uzkrājums visu atlikušo mūžu ir samazināts un krietni mazāks, ne tāds, kādu viņš pats jau ir samaksājis nodokļos. Paldies Dievam un, protams, arī veselajam saprātam, ka pagājušajā gadā Saeimas deputāti šo normu atcēla, jo saprata, ka tā nav taisnīga un ir pretrunā ar cilvēktiesībām, tātad pretrunā ar Satversmi. Bet, atceļot šo normu, ielika “āķīti”, ka pensiju pārrēķināšana notiks, sākot ar 2016.gadu, un to naudiņu atdos tad, kad budžeta likumā būs paredzēts, ka būs naudiņa. Tieši tā tas ir ierakstīts pārejas noteikumu 65.punkta otrajā apakšpunktā: kad būs, tad arī iedosim to naudiņu. Un neviena vārda nav par to daļu, kas cilvēkiem nav izmaksāta. Valsts vienkārši ir piesavinājusies to daļu, cilvēkiem teikdama: “Jums nepienākas!” Tātad - tikai uz priekšu! Sakiet, lūdzu, vai šis priekšlikums tiešām prasa lielus aprēķinus, kā teica cienījamā Barčas kundze, un mums vajadzēs ilgi un daudz...? Ja mēs skaidri un gaiši likumā pasakām, ka pārrēķins ir jāpabeidz līdz šī gada beigām - 2016.gada beigām -, vēl ir atlikuši nepilni desmit mēneši. Ieturētās pensijas, nepareizi aprēķinātās pensijas ir jāatmaksā cilvēkiem nākamā gada - 2017.gada - pirmajā pusē. Tas ir ļoti saprātīgs rēķins. Mēs zinām, ka Satversmes tiesā ir skatīta lieta tieši par šīm pašām normām, par šo situāciju, un es te atgādināšu tikai vienu Satversmes tiesas atziņu: nav nekādu citu iespēju novērst personai Satversmē noteikto pamattiesību aizskārumu kā vien atzīt apstrīdētās normas par spēkā neesošām no to pieņemšanas brīža; šādā gadījumā valstij rodas pienākums atmaksāt ieturēto pensijas daļu. “(..) Satversmes tiesai ir pienākums savas kompetences ietvaros gādāt par aizskarto personu pamattiesību iespējami efektīvāku aizsardzību un atjaunošanu. Nedz aizskarto tiesību aizsardzība, nedz arī to atjaunošana nebūtu efektīva, ja Saeima neizpildītu savu pienākumu un nenoteiktu pensiju ieturējumu atmaksāšanas kārtību.” Cienījamie kolēģi! Varbūt šo priekšlikumu, kas ir saprātīgs un vērsts uz nākamā gada budžetu, ir iespējams savlaicīgi atbalstīt, un to varētu arī pieņemt, savlaicīgi rēķinot budžetu nākamajam gadam. Es saprotu, ka varbūt šis priekšlikums ar balsu vairākumu netiks atbalstīts šodien, jo tāda varētu būt valdošās koalīcijas griba. Taču vēsture pašiem var atspēlēties. Paskatieties uz to projektu, ko mēs šodien steidzamības kārtībā atbalstām! Īstenībā tas ir šā gada 11.februārī opozīcijas virzītais priekšlikums, ko tieši Saeimas vairākums neatbalstīja, bet šobrīd to pasniedz kā lielu sasniegumu: redziet, mēs dāvināsim iedzīvotājiem...! Jautājums: kāpēc ir jānoraida labs priekšlikums? Mūsu partijā, partijā “No sirds Latvijai”, skatās uz priekšlikumu saturu. Ja tas ir saprātīgs, mēs atbalstām. Mēs nešķirojam cilvēkus. Mēs domājam par to, lai Latvijas iedzīvotājiem pieņemtie likumi būtu pareizāki. Un tāpēc arī aicinām savlaicīgi atbalstīt šo priekšlikumu un arī 8.priekšlikumu. Un Latvijas Ministru kabinetu aicinām nākamā gada budžetā ieplānot pensiju atmaksāšanai paredzēto summu. Paldies.".
