Un man ir ļoti žēl, ka likumdevējs pats ļauj sev ierādīt tādu vietu, kurā Saeima nav diskusiju telpa par politiku, par to, kāda politika tiks realizēta. Nav diskusiju telpa par to, cik kvalitatīvi izpildvara strādā, jo a priori ir pieņemts, ka uzdot jautājumus ministriem un pat ierēdņiem komisijas sēdēs ir kaut kas nepieļaujams un var būt izpildvaru diskreditējošs, tā vietā, lai saprastu, ka šie jautājumi ļautu pieņemt kvalitatīvākus lēmumus arī izpildvarai. Šis priekšlikums parāda arī to, kāda varbūt vairākumam Saeimā ir izpratne par to, kas deputātam ir jādara, - ka vienkārši tehniski jānobalso par sagatavotu priekšlikumu. Mēs labi atceramies 2016.gada budžeta pieņemšanas procedūru: bija nevis izpratne par to, kā lemt un diskutēt, kur septiņi miljardi tiks novirzīti un kas šogad ar šādu budžetu tiks izdarīts, bet bija sajūsma par to, ka deputāti ir devuši savu “nozīmīgo” ieguldījumu, palīdzēdami iegādāties virkni interaktīvo tāfeļu vai izveidot vai salabot bērnu rotaļu laukumus. Un, apspriežot šo konkrēto priekšlikumu Budžeta un finanšu (nodokļu) komisijā, atbildīgās ministrijas ierēdņi nespēj elementāri atbildēt, kāda ir mūsu transporta politika un ko mēs gatavojamies darīt Āzijas valstu virzienā, nespēj pat atbildēt uz jautājumu, kādi konkrēti uzdevumi būs jāpilda šiem diviem atašejiem. Tas viss izskatās tā: ir apsveicami, ka Latvija varēs noorganizēt vienu sanāksmi, jo mēs protam sakārtot telpas, salikt ziedus vāzēs, paēdināt, izguldināt, sagaidīt un pavadīt viesus. Bet kas pēc tam no tā visa būs? Kā mēs šo pasākumu redzam mūsu kopējās transporta politikas ietvarā? Un tāpēc, ka nespējam vienoties par vienu politiku ar konkrētiem mērķiem, diemžēl kārtējo reizi kaimiņi mūs apsteidz. Mums ir liela priekšrocība - mums ir trīs ostas (salīdzinājumam: tikai viena osta ir Lietuvā) -, bet mēs nespējam šo trīs ostu politiku savienot kopā ar dzelzceļu, lai mēs būtu ieguvēji. Mēs kārtējo reizi esam zaudētāji, jo Lietuva pa šo laiku ir jau paspējusi vienoties ar tiem pašiem ķīniešiem, izveidot tranzīta koridoru, izveidot arī loģistikas centru. Un mēs Latvijā saņemsim no Lietuvas kravas, kas būs domātas Latvijai, nevis būsim tie, kas Latvijā sadala kravas visām pārējām valstīm. Es vēlreiz ļoti, ļoti aicinu deputātus būt īstiem parlamentāriešiem un saprast, ka tā pamatmisija jeb viena no galvenajām misijām parlamentam ir uzraudzīt izpildvaru un panākt kvalitatīvas politikas realizāciju, prasīt šo kvalitatīvo politiku. Tāpēc frakcija “No sirds Latvijai” šo konkrēto apropriācijas pārdali neatbalstīs, jo mēs negribam būt vienkārši šādi tehniskie izpildītāji bez kvalitātes kontroles. Un maza piebilde: arī tas ir nožēlojami, ka tad, kad tiek iesniegta informācija, var mierīgi atbildēt, ka, tā kā informācija ir klasificēta, parlamentam nav jāzina, kas tajā informācijā ir rakstīts; ka tā vietā, lai iesniegtu pareizi noformētu dokumentu, kā to prasa noteikumi par klasificēto informāciju, var aprobežoties ar atbildi: “Jums tas nav jāzina, jo šī informācija ir klasificēta!” Kādā vietā mēs sevi nostādām?! Un atkarībā no tā, kādā vietā mēs paši sevi nostādīsim, tā arī sabiedrība uztvers parlamentu. Tā ka es aicinu jūs būt īstiem parlamentāriešiem!".
