Un arī likumprojekts, kuru mēs šodien skatām, it kā ir vērsts uz to, lai nostiprinātu iespēju saukt pie kriminālatbildības personas, kuras darbojas pret valsts drošību, un pēc būtības it kā būtu apsveicams. Es negribu analizēt to, ko jau Āboltiņas kundze pati pateica, - to, kādas problēmas ir šajā likumprojektā. Un tad izbrīnu rada tas, ka... Kāpēc tas bija jāpieņem steidzamības kārtā? Tā ir viena lieta. Bet par ko es gribētu mazliet plašāk parunāt, neanalizējot detalizēti šo likumprojektu, kurā ir ļoti daudz absurdu lietu? Jājautā: kāds mums ir piepildījums, ja mēs runājam par drošību? Iepriekšējā valdība Laimdotas Straujumas vadībā paziņoja, ka drošība ir prioritāte - ārējā un iekšējā drošība. Arī šī valdība par vienu no prioritātēm ir paziņojusi drošību. Tas ir ļoti apsveicami! Šeit ļoti daudz no šīs tribīnes tiek runāts par to, ka draudi mums nāk no austrumiem, mums jāstiprina mūsu valsts drošība. Kāda ir realitāte? Realitāte ir diametrāli pretēja. Neskatoties uz to, ka bijušais premjerministrs Valdis Dombrovskis nopublicēja savu grāmatu, cik mēs veiksmīgi esam izgājuši no krīzes... Šobrīd tiesībaizsardzības sistēmas darbiniekiem ir mazliet palielināts atalgojums - bet ne līdz pirmskrīzes līmenim, tāpat kā nav atgūtas visas sociālās garantijas. 1994.gada vidū tika pieņemta valsts robežapsardzības sistēmas attīstības koncepcija līdz 2000.gadam, pēc tam tā tika precizēta, un tika pieņemta nākamā. Vai tās ir izpildītas? Nē, nav! Kāpēc? Tāpēc ka finansējums tam visam neseko! Par ko liecina Baltijas Asamblejas rezolūcija, kura tika pieņemta Rīgā pirms trim gadiem? Ka Latvijā, Rīgā, jāizveido Baltijas Kibernoziegumu novēršanas un atklāšanas centrs. Ko izdara Laimdotas Straujumas vadītā valdība? “Nevajag mums tādu centru!” Ja mēs paskatīsimies, mums ir Kibernoziegumu apkarošanas nodaļa, kura darbojas Ekonomikas policijā, bet absolūti lielākais vairākums, ar ko viņi nodarbojas, ir noziegumi pret autortiesībām. Mums nav praktiski neviena nozieguma, kurš būtu atklāts, izmantojot jaunākās tehnoloģijas. Kiršteina kungs šeit, debatējot par nacionālo drošību, minēja, ka, redziet, robežsargi nav noķēruši tur tik un tik robežpārkāpējus, kuri ir veiksmīgi šķērsojuši robežu un aizturēti kaut kur valsts iekšienē vai arī Lietuvā. Viss jau pareizi, Kiršteina kungs! Bet tikai jautājums: kā jūs pats personīgi esat balsojis un kā balsojusi jūsu frakcija, atbalstot finanšu līdzekļu piešķiršanu tiem pašiem robežsargiem? Nu kaut vai kāds bija pēdējais balsojums par budžeta līdzekļiem bezpilota lidmašīnām? Mēs dzīvojam 21.gadsimtā, bet nez kāpēc uzskatām (pareizāk sakot - vairākums uzskata), ka drošība, kārtība uz ielām, tas, kas skar valsts robežu, tas, kas skar mūsu specdienestus, ir jāīsteno ar 19. vai 20.gadsimta sākuma metodēm. Mēs pat runāt nevaram par to, ka tiek lietotas jaunākā veida tehnoloģijas. Nevienam nav noslēpums, ka liela daļa noziegumu tiek sarunāta un naudas pārskaitījumi tiek veikti kibertelpā. Kāda ir mūsu atbilde visam tam? Nekāda! Tikai tukša runāšana (lai neteiktu vairāk) no Saeimas tribīnes un deklaratīvi paziņojumi. Arī tie grozījumi, kas ir pieņemti iepriekšējā sasaukumā, iepriekšējā gadā, un kas ir aicināti stiprināt valsts drošību, pēc būtības to pavājina. Vai mums ir izveidota vertikāle attiecībā uz mūsu specdienestiem? Kas tos kontrolē, kas uzrauga? Kas kontrolē izpildi? Kas dod uzdevumus? Mēs jau varam teikt, ka, redziet, to dara Nacionālās drošības komisija, to dara Nacionālās drošības padome. Bet palasiet uzmanīgi likumus! Patiesība ir tāda, ka specdienesti paši sev dod uzdevumus uz konkrēto gadu, paši sevi kontrolē un reāli paši sev atskaitās. Par kādu parlamentāro kontroli mēs šeit runājam?! Var daudz diskutēt par šo tēmu. Bet es esmu pieradis: ja mēs kaut ko pasakām, ka mēs īstenosim, nu tad īstenojam līdz galam! Meklējam līdzekļus! Vai tiešām nav elementāras izpratnes par elementārām lietām, ka, ieguldot šogad, tagad, var teikt, vienu eiro, mēs gada laikā netiešā veidā saņemam vienu eiro drošības jomā?! Mēs gada laikā netiešā veidā saņemam vismaz desmit reižu lielāku summu... un dažāda veida nodokļos... Arī par vienu otru normu šajos piedāvātajos Krimināllikuma grozījumos jāteic, ka man, ziniet, klausoties to, ko stāstīja Āboltiņas kundze... Var jau tam visam piekrist, bet - tikai ar pāris niansītēm... Kāpēc neviens netika saukts pie kriminālatbildības tad, kad mēs zaudējām daļu suverenitātes, iestādamies Eiropas Savienībā un NATO?! Kāpēc netika saukts pie atbildības neviens, kad notika aģitācija par pāreju uz eiro? Vai kāds būs saukts pie kriminālatbildības jau saskaņā ar šo redakciju, kad aktualizēsies jautājums par Eiropas Savienības liberalizāciju? Likuma normām tomēr jābūt nevis deklaratīvām, bet absolūti skaidrām un saprotamām, tādām, kas skaidri pasaka, par ko un kādā veidā mēs gribam saukt kādu pie kriminālatbildības. Paldies.".
