Juridiskās komisijas vārdā es gribu norādīt, ka Juridiskā komisija šā gada 4.februārī informēja nekustamā īpašuma īpašnieku par Juridiskās komisijas sēdi, kura tika plānota šā gada 24.februārī, norādīdama, ka šīs sēdes darba kārtībā iekļauti minētie trīs likumprojekti. Komisija uzaicināja īpašnieku ierasties uz komisijas sēdi, norādot, ka tādā gadījumā, ja īpašniekam šādas iespējas nav, viņam ir tiesības deleģēt uz sēdi savu pārstāvi vai arī sniegt savu viedokli rakstveidā. Nedz īpašnieks, nedz viņa pilnvarotais pārstāvis uz komisijas sēdi neieradās, netika saņemts arī rakstveida viedoklis. Ņemot vērā to, ka Juridiskā komisija savā aicinājumā (Sēdes vadītāja noklaudzina ar āmuru.) bija norādījusi arī uz to, ka gadījumā, ja neieradīsies pārstāvis vai īpašnieks, komisijai ir tiesības izskatīt gan šo, gan nākamos likumprojektus, minētais fakts apliecina, komisijasprāt, īpašnieka nevēlēšanos noslēgt ar Rīgas domi vienošanos, kas būtu balstīta uz brīvprātības principu. Līdz ar to komisija uzskata, ka šie likumprojekti ir jāvirza tālāk un jāatbalsta arī otrajā lasījumā. Runājot par šo konkrēto likumprojektu, vēlos norādīt, ka komisija ir saņēmusi deviņus priekšlikumus. 1. ir Juridiskā biroja priekšlikums, kas ir atbalstīts.".
