Kā jau Parādnieka kungs minēja, šis likumprojekts patiešām ir diezgan tehnisks, tomēr cieši saistīts ar Saeimā pirmajā lasījumā jau apstiprināto likumprojektu par Latgales speciālās ekonomiskās zonas izveidi. Toreiz mums nebija plašu debašu. Tagad, runājot par šo likumprojektu, vēlos izteikt dažus argumentus Latgales speciālās ekonomiskās zonas izveides atbalstam un reizē arī norādīt: nedrīkstam domāt, ka tagad ar to visas Latgales reģiona ekonomiskās problēmas būs atrisinātas līdz pat 2035.gadam, jo tieši līdz tam gadam ir paredzēta vispār visu speciālo ekonomisko zonu darbība Latvijā. Vispirms atgādināšu, ka šobrīd Rīgā mēneša vidējā bruto alga ir 956 eiro. Latgalē tā ir gandrīz divas reizes mazāka - tikai 581 eiro. Nupat ar mums visādi citādi draudzīgās un vairākās savienībās pagaidām esošās Lielbritānijas un tās sabiedriskās raidorganizācijas starpniecību dabūjām zināt par kārtējo separātisma stāstu Latgalē. Stāsts šoreiz bija hipotētisks, taču scenārijā izmantotais fons - Latgale ar tās iedzīvotājiem, simboliem un ekonomisko situāciju - nepavisam. Grūti saprast, kas kaitina vairāk - BBC raidījuma autoru seklās zināšanas par latgaliešiem vai tas, ka ārpus Latvijas Latgale tiek uzskatīta par pateicīgu augsni potenciālai problēmsituācijai, kamēr viņu pašu valstī tas viss tiek nokušināts pēc principa - kuš, kuš, nav jau tik traki, gan jau viss nokārtosies pats no sevis! Jau pieminētajā BBC raidījumā Latgale un Latvija kopumā kārtējo reizi ir parādīta negatīvā gaismā, kas droši vien nekādā veidā nemazinās jau tā nervozās atmosfēras un spriedzes jūtamo klātbūtni reģionā, kā arī neveicinās investoru un investīciju plānoto piesaisti Latgalē jaunveidojamās speciālās ekonomiskās zonas izveides kontekstā. Lai arī tiek atzīts, ka Latgales reģions ir neapskaužamā ekonomiskā situācijā, konstatēta depopulācijas katastrofa, kaimiņvalstu informatīvās vides ietekme un citas problēmas, taču reāla rīcība to novēršanai nav pietiekami strukturēta. Jāatgādina, ka Vides aizsardzības un reģionālās attīstības ministrija joprojām Latvijā nav izveidojusi nevienu administratīvo reģionu, un izskatās, ka to arī neplāno darīt ne tuvākā, ne arī tālākā nākotnē. Agrāk vai vēlāk mums būs patiesi jāsakārto Latgales reģiona ekonomiskā un uzņēmējdarbības vide, informatīvā telpa, jāstiprina latgaliskā identitāte, satiksmes infrastruktūra, iekšējā un ārējā drošība, jāveicina valsts un pašvaldību pakalpojumu pieejamība, kā arī jāveido ar daudzām citām nozarēm saistīto problēmu pārdomāta risināšana, lai vietējiem iedzīvotājiem pat hipotētiski nerastos ne mazākā vēlme uzskatīt, ka viņi kādu etnisku vai ekonomisku apsvērumu dēļ varētu būt piederīgi ne tikai Latvijas Republikai. Jo vairāk mēs šos darbus atliksim un tukši runāsim savā starpā, kā, piemēram, tagad daži to dara... jo mēs vairāk atliksim visu uz vēlāku laiku, jo, iespējams, mums nāksies maksāt dārgāku cenu. “Neatkarīgā Rīta Avīze” savā rakstā par Latgales speciālo ekonomisko zonu atzīmēja, ka tas ir pozitīvi - valdība reģionam devusi vienu taustāmu papildu instrumentu. Iespēju ja ne būtiski uzlabot situāciju, tad censties to nepasliktināt. Iespējams, ka cilvēki no pamirušajām lauku teritorijām dosies nevis prom uz ārzemēm, bet uz tuvējām Latgales pilsētām. Daudzās pašvaldībās migrācijas iemesls ir ne tikai darba, bet arī ārstu trūkums, attālums līdz skolai un citas likstas. Tādējādi reģionālās attīstības politika jāveido kompleksi ar citām jomām, tostarp pašlaik samilzušo veselības aprūpes problēmu risināšanu. Aicinu atbalstīt šo likumprojektu un visu Latgales speciālās ekonomiskās zonas izveides procesu kopumā. Taču nedrīkstam domāt, ka ar to būs atrisinātas visas kaut vai viena plānošanas reģiona ekonomiskās problēmas. Priekšā mums vēl ir patiešām daudz darba. Paldies par uzmanību.".
