Tāpēc mēs ar kolēģi Klementjevu iesniedzām šos priekšlikumus uz otro lasījumu, un šie priekšlikumi attiecas uz tēmu, par kuru, man liekas, ir neērti Saeimas Prezidija cilvēkiem un par kuru ir neērti, man liekas, arī vairākuma partiju vadītājiem, tāpēc ka tie jautājumi ir par to, kā ministri izturas pret parlamentāriešiem tad, kad parlamenta pārstāvji - deputāti - prasa, lai ministrs izskaidrotu kādu aktuālu problēmu. Līdzšinējā prakse ir bijusi tāda, ka reti kad ministrs atnāk un atbild uz jautājumiem, ja rakstiskā atbilde nav pilnvērtīga. Un tāpēc mēs vēlējāmies šo jomu sakārtot. Es neprasu atgriezties pie tā, kas bija pirmskara Latvijā: toreiz ministri atradās šajā zālē un uztraucās par savu virzīto likumu aizstāvēšanu parlamentā. Mēs neprasām, lai šādās situācijās, kad ministri atbild uz deputātu jautājumiem, sāktos debates parlamenta sēdē; mēs gribam tikai to, lai ministri šeit atnāktu un atbildētu uz uzdotajiem jautājumiem. Un tāpēc tiek piedāvāts mainīt šo kārtību. Protams, šodien vairākums var nobalsot “pret”, un īstenībā balsošana “pret” nozīmētu, ka jūs negribat sakārtot šo jomu. Es ceru, ka būs darba grupa, kura gari nespriedīs un nedomās, ka Saeimas kārtības rullis ir jāsakārto tikai uz nākamo Saeimu. Es piekrītu: ja šodien jūs neatbalstīsiet mūsu priekšlikumu, tad tas tālāk tiks virzīts darba grupai, lai tā to pilnveidotu. Taču es aicinu šodien, kad likumprojektu skatām otrajā lasījumā, izmantot iespēju balsot par šiem priekšlikumiem un izrādīt savu attieksmi - vai mēs gribam šo jomu sakārtot vai ne. Paldies.".
