Un es aicinu ikvienu iepazīties ar ziņojumu un tajā atrast tieši tos ieteikumus, kuri efektīvi uzlabotu gan Saeimas darbu, gan attiecīgi reflektētos sabiedrībā. Šodien es īpaši gribu pievērsties tiesībsarga minētajai mediju lomai vārda brīvības nodrošināšanā. Vēlos atzinīgi vērtēt to, ka tiesībsargs gada garumā tikās ar mediju ekspertiem, lai izprastu problemātiskos aspektus mediju nozarē. Kā zināms, mediju brīvība ir būtiska visu cilvēktiesību aizsardzībai, ne tikai vārda brīvībai. Un, lai nozarei aktuālos jautājumus pārrunātu ar nozares pārstāvjiem, tiesībsargs ikgadējās konferences ietvaros vienu dienu veltīja mediju tematikai. Tiesībsarga ikgadējā konferencē tika diskutēts par tādām tēmām kā valsts loma mediju politikas veidošanā, sabiedriskais pasūtījums, mediju redakcionālā neatkarība un - it īpaši svarīgi! - nacionālās informatīvās telpas nodrošināšana un informatīvais plurālisms. Tiesībsargs minēja, bet es vēlos atgādināt - ļoti vērtīgi, ka konferencē piedalījās Igaunijas sabiedrisko mediju ombuds, kurš stāstīja par ombuda lomu un funkcijām. Igaunijā sabiedrisko mediju ombuds darbojas kā mediators starp privātpersonām, interešu grupām un sabiedriskajiem medijiem. Galvenais darbības instruments ir rekomendāciju sniegšana, un strīdīgo jautājumu atspoguļošanai reizi mēnesī tiek izmantots arī ombuda raidījums Igaunijas sabiedriskajā radio. Risināto jautājumu skaitā ir jautājumi, kas saistīti ar bērnu tiesību aizsardzību, atspoguļojot notikumus plašsaziņas līdzekļos; jautājumi par datu aizsardzību un mediju neatkarību. Ombuds veido žurnālistiem apmācības ētikas jautājumos, kā arī veicina personu izpratni par medijiem, tiekoties ar sabiedrības pārstāvjiem. Kāpēc es pieminēju Igaunijas mediju ombudu? Tāpēc, ka tas ir ļoti nepieciešams arī mūsu sabiedrībā - Latvijā. Jo arī tiesībsarga ieteikumos dzirdējām: lai izvairītos no Latvijas valstiskumam naidīgas propagandas, ir jāveicina iedzīvotāju kritiskā domāšana un mediju lietotprasme. Un par šīs prasmes veicināšanu būtu jābūt atbildīgam ikvienam Latvijas iedzīvotājam, bet, protams, valstij ir jānodrošina - arī ar ombuda starpniecību - šādas mediju izpratnes lietošana. Tiesībsargs jau minēja politiķu atbildību sabiedrisko mediju stiprināšanā, kā arī pieminēja Nacionālās elektronisko plašsaziņas līdzekļu padomes pienākumus uzraudzīt un laikus izvērtēt un sodīt plašsaziņas līdzekļus par naida runu un vienpusējas informācijas atspoguļošanu sabiedrībai būtiskos jautājumos. Mediju vidē, īpaši internetā, bieži ir sastopami ētikas normu, kā arī personas datu pārkāpumi. Un problēmu pastiprina tas, ka daudzi interneta portāli neuzskata sevi par medijiem, argumentējot, ka tādējādi uz viņiem neattiecas mediju vidi regulējošie normatīvie akti. Ar tiesībsarga minētajiem ieteikumiem un atziņām mēs saskaramies ik dienu. Un tādēļ gribu pateikt paldies tiesībsargam un viņa komandai par veiksmīgu sadarbību ar komisiju gan šī gada garumā, gan arī iepriekšējā laikā.
