Un tā tas diemžēl Juridiskajā komisijā bija arī šoreiz, jo priekšlikums tika iesniegts uz trešo lasījumu. Priekšlikums ir par dažādu ierīču lietošanu pie stūres. Šāda norma jau šobrīd ir spēkā Latvijas Administratīvo pārkāpumu kodeksā, un par to ir noteikts sods - brīdinājums vai 15 eiro naudas sods. Savukārt Ceļu satiksmes likumā, kurš ir stājies spēkā un par kuru mēs paši jau esam nobalsojuši, ir paredzēts arī tas, ka pie stūres nedrīkst lietot ne tikai mobilo telefonu, bet arī dažādas citas mobilās ierīces, viedierīces un planšetdatorus. Un, ja mēs visi tomēr esam sabiedrības locekļi, tad būsim pamanījuši, ka ir veikta sociālā akcija, kurā Ceļu satiksmes drošības direkcija mūs brīdina par to, ko nozīmē lietot mobilo tālruni pie stūres. Un šo priekšlikumu skatīja gan Tiesu politikas... gan Krimināltiesību politikas apakškomisija, kura to noraidīja, gan Juridiskā komisija, kura to noraidīja. Un tie argumenti, kuri tika lietoti noraidot, bija vienkārši apbrīnojami! Uz trešo lasījumu šādu, konceptuālu, priekšlikumu skatīt nedrīkst - tas bija viens no galvenajiem argumentiem. Un otrs - ka ne CSDD, ne Ceļu policija tā īsti nevarot izskaidrot šo priekšlikumu. Un ka tie sliktie ceļu policisti tad, kad mēs stāvēsim pie pārbrauktuvēm, nākšot un mūs sodīšot un vēl nezin ko darīšot... Bet es gribu tomēr teikt, ka CSDD šo darbu dara pietiekami profesionāli. Kā jau es teicu, ir bijusi sociālā kampaņa, ir apkopota statistika par citām valstīm. Ir zināms, ka Auto Bild veiktais eksperiments mobilo ierīču lietošanu pie stūres pielīdzina braukšanai reibumā; ka SMS rakstīšana pie stūres ir tikpat bīstama. Vācijas satiksmes drošības eksperti uzskata, ka tieši telefonu, datoru vai navigācijas ierīču lietošana ir par iemeslu vismaz 10 procentiem autoavāriju, to skaitā tādām, kas ir ar traģiskām vai letālām sekām. Citu valstu speciālisti uzskata, ka tādu autoavāriju procentuālais daudzums ir krietni vien lielāks - pat līdz 20 procentiem. Mums ļoti patīk salīdzināt ar citām valstīm. Kā jau minēju, Latvijā tas sods šobrīd ir brīdinājums vai 15 eiro, Igaunijā tas ir līdz 80 eiro, Lietuvā - līdz 86 eiro, Vācijā - 60 eiro un viens soda punkts, Lielbritānijā - trīs soda punkti, 100 mārciņas, tiesību atņemšana līdz vienam mēnesim, dārgākas auto apdrošināšanas izmaksas; sods par braukšanu reibumā ir pat līdz 100 reizēm lielāks. Tā ka, manuprāt, ja mēs varam... Es nekad neesmu aizstāvējusi ideju, ka tikai ar viena soda palielināšanu mēs varam panākt kādu rezultātu. Kā jau minēju, bija šī sociālā akcija, tagad papildus ir arī piedāvāts palielināt šos sodus. Manuprāt, mūsu kā likumdevēja pienākums ir tomēr atbalstīt to. Jo, ja mēs tādējādi varam izglābt kaut vai vienu cilvēku, kurš padomās par to, ka būs lielāks sods par to, ka viņš lieto mobilo tālruni pie stūres, tad, manuprāt, mums tas ir jādara.
