Māra Kučinska veidotās valdības deklarācijā ir teikts (es citēju): “Valdības darba īstenošanā nozīmīga loma ir dialogam ar sabiedrību, uzsverot ikviena Latvijas iedzīvotāja nozīmīgo lomu un līdzatbildību valsts attīstībā. Reformas nes pārmaiņas un jaunu realitāti, tādēļ sabiedrība jāiesaista to īstenošanā un jāizglīto par ieguvumiem. Šim mērķim ir jāstiprina valdības spēja uzrunāt sabiedrību.” Jāatzīst, ka gluži pareizs uzstādījums. Patiešām - valdībai ir daudz vairāk un daudz saprotamāk jārunā ar sabiedrību. Droši vien, ka arī deklarācijas rakstītājiem vēl ir palicis spilgtā atmiņā, cik negribīgi un netalantīgi ar sabiedrību runāja iepriekšējā valdība un to veidojošās partijas un kas no tā visa beigās sanāca. Diemžēl līdz šim valdības veidošanas laikā nekāds dialogs ar sabiedrību tā arī nav sanācis: netika noskaidrots sabiedrības un tās pārstāvju viedoklis par valdības uzdevumiem un par tās vēlamo sastāvu. Šoreiz pat netika mēģināts veidot dialogu ar opozīcijas partijām, kas taču arī pārstāv noteiktu sabiedrības daļu. Vēl vairāk! Sadarbības līgumā dialogu paredzēts veidot uz tādiem pamatiem kā, piemēram: “Bez iepriekšējas saskaņošanas Sadarbības padomē neatbalstīt likumprojektus, ja tos iesniedz opozīcija.” Un: “Neierosināt deputātu jautājumu uzdošanu Ministru prezidentam vai ministram, izņemot gadījumus, kad atbilde uz jautājumu iesnieguma formā nav saņemta.” Tad nu jājautā: vai tiešām šādā veidā valdība cer uzlabot komunikāciju? No malas vispār izskatās, ka jaunā valdība jau tagad ir komunikācijas nogurdināta, jo spēku ir atdots daudz, gan partiju iekšienē cīnoties par amatiem, gan bīdot un velkot krēslus no vienas partijas uz otru; turklāt starp šiem krēsliem ir bijis smagais satiksmes ministra krēsls, kura pārvietošanā un mēģinājumos noturēt to vecajā vietā spēkus šķieda gan ZZS, gan apdalītā VIENOTĪBA. Un rezultātā... Domājat, kādam krēslu dalīšanā neiesaistītajam ir kļuvis saprotamāk, kāpēc un kādu mērķu vārdā notika šī saķeršanās? Tāpēc pirmais, ko gribu novēlēt, lai piepildās deklarācijā minētais: ir jāstiprina valdības spēja uzrunāt sabiedrību. Es nevēlos apšaubīt visus tos patiešām labos nodomus, kas ierakstīti valdības deklarācijā. “No sirds Latvijai” patiešām novērtē to, ka deklarāciju ir mēģināts sasaistīt ar Nacionālā attīstības plāna rezultātiem un atsevišķiem uzdevumiem pat paredzēti rezultatīvie rādītāji. Nenoliedzami, tas ir ļoti drosmīgs solis. Sabiedrībai un opozīcijai, kad šī valdība beigs darbu, būs iespēja precīzāk novērtēt sasniegto, kā arī sasolīto, bet nesasniegto. Diemžēl jāatzīst, ka spēku vai zināšanu ir bijis par maz, un to ir pieticis galvenokārt pirmajām sadaļām, bet uz deklarācijas beigām samazinās kā rezultatīvo rādītāju skaits, tā arī izmērāmie pasākumi. Diemžēl spēka pietrūka tādām prioritārām jomām kā demogrāfija un veselība. Un bez skaistām frāzēm nekā cita te vairāk nav, nav reālas apņemšanās uzlabot situāciju. Mūsuprāt, deklarācijā nav skaidri pateikts arī tas, ko gaida visa Latvijas sabiedrība: kāda ir triju partiju vienošanās par to, kas notiks ar bēgļiem. Vai tiks īstenota VIENOTĪBAS iesāktā politika par bēgļu uzņemšanu. Plaši traktējams ir šis formulējums (un atkal citēju): “Respektējot jau pieņemtos Latvijas valdības lēmumus Eiropas Savienības solidaritātes mehānisma ietvaros, īstenosim to praktisko realizāciju, rūpējoties par imigrācijas radīto risku un negatīvo seku būtisku mazināšanu.” Tas liecina par kārtējo kompromisu, nevis par skaidru valdības politiku. Kategorisks “nē” jaunu bēgļu uzņemšanai nav pateikts. Taču galvenais - ir grūti noticēt tam, ka šai valdībai būs pa spēkam realizēt to, kas sarakstīts deklarācijā. Sakiet, kāpēc gan lai tie paši ministri, kas netika galā ar saviem pienākumiem iepriekšējā valdībā, tagad izrādītos spējīgāki un varošāki? Kas gan ir noticis tāds, kas veselības ministram ļaus likvidēt pacientu rindas uz izmeklējumiem un rindas pie speciālistiem? Iepriekš taču tās tikai palielinājās. Kāpēc lai tieslietu ministrs beidzot nopietni ķertos pie maksātnespējas administratoru darbības sakārtošanas? Un vai gan bijušais finanšu ministrs, kurš nespēja sagatavot pieņemamu budžetu un kura darbību uzņēmēju organizācijas vērtēja negatīvi, spēs veiksmīgi vadīt Labklājības ministriju? Spēs nodrošināt senioriem cilvēka cienīgas pensijas un panākt, ka atkal dzimst bērni? Vai ministrs, kurš nespēj saprasties ar uzņēmējiem, pēkšņi spēs veidot konstruktīvu, ieinteresētu un cieņpilnu dialogu ar pensionāriem, daudzbērnu ģimenēm, cilvēkiem ar īpašām vajadzībām? Un kāpēc lai bijušajam labklājības ministram, pārsēžoties no VIENOTĪBAS atkarotajā satiksmes ministra krēslā, izdotos novērst mūžīgos airBaltic bankrota draudus, atrast naudu pasažieru vilcienu iepirkumam iepriekš pazaudētās Eiropas naudas vietā, likvidēt bedres uz ceļiem un panākt, ka Rail Baltica projekts tiek realizēts plānotajā laikā un bez skandāliem? “No sirds Latvijai” neredz argumentus, kāpēc šai valdībai varētu veikties labāk nekā iepriekšējai gandrīz tāda paša sastāva valdībai - Laimdotas Straujumas valdībai? Tikai tāpēc, ka Straujuma tagad nomainīta ar Kučinski, bet Seile - ar Šadurski? Vai tiešām ministru rokādes no vienas ministrijas uz otru iepūtīs dzīvību valdības vārgajās miesās? Diez vai. Uz tādiem līdzekļiem necerēja pat padomju laikā. Tad ministrus, kas “nevilka”, pazemināja, piemēram, par muzeju direktoriem. Jēgas tāpat nebija, bet vismaz bija jācieš mazākam darbinieku skaitam. Ja nu šai valdībai izdosies īstenot, teiksim, divas trešdaļas no deklarācijā ietvertajiem solījumiem, tad šāds panākums ieies Latvijas vēsturē kā tā sauktais Brīvības ielas 36 lielais brīnums. Taču dzīvē brīnumi notiek reti. Drīzāk pravietisks izrādīsies kāda asprāša teiktais, ka jebkura valdība ir pagaidu valdība. Šajā valdībā ir iekodēts vesels kamols pretrunu, kas agrāk vai vēlāk parādīsies publiski. Gan jau šeit, zālē, atkal kāds sēž, pirkstus turot sakrustotus; gan jau kāds atkal meklēs iespēju sarīkot valdības restartu. Tāpēc Saeimas frakcija “No sirds Latvijai” nevar atbalstīt Māra Kučinska valdību un balsos pret to. Pateicos par uzmanību. (NSL frakcijas aplausi.)".
