Gribu sākt ar pateicības vārdiem Valsts prezidentam par man parādīto godu un izrādīto uzticību, aicinot veidot valdību. Novēlu Valsts prezidentam ātrāku izveseļošanos un ceru, ka mūsu sadarbība būs sekmīga un kalpos Latvijas uzplaukumam. Es negrasos bargi kritizēt iepriekšējo valdību un tūdaļ pat pieteikt straujas revolucionāras pārmaiņas. Mūsu valstij šobrīd nav vajadzīgi satricinājumi. Latvijai ir vajadzīgas skaidras, precīzi plānotas un ātri realizētas reformas vairākās nozarēs. Mēs nedrīkstam pieļaut, ka, raksturojot situāciju Latvijā, tiek lietoti vārdi “sastingums” vai “stagnācija”. Paradoksālākais šajā situācijā ir tas, ka par reformām izglītībā, veselības aprūpē, tautsaimniecībā un arī citās jomās tiek runāts gadiem ilgi, tomēr lēmumi netiek pieņemti. Tas liecina, ka izpildvarai ir trūcis politiskās gribas vai varbūt iespējas pieņemt drosmīgus un reizē akūti nepieciešamus lēmumus. Rezultātā mēs kavējam - kavējam kā valsts, iestrēgstam birokrātiskos sīkumos un vēlmē izdabāt visiem. Nepieņemot lēmumus, mēs samazinām savu starptautisko konkurētspēju, veicinām Latvijas iedzīvotāju aizbraukšanu un līdz ar to veselu novadu depopulāciju. Mēs tikai vērojam un ar savu pasivitāti veicinām savas valsts pamatu sairšanu. Tomēr šis nav pārmetums Laimdotas Straujumas vadītajai valdībai. Noteikti nē. Problēmas cēloņi ir meklējami daudz senāk. Tas notika tad, kad koalīciju veidojošās partijas pirmoreiz vienojās par izpildvaras jomu jeb ministriju sadali un izolēja tās citu no citas. Līdz ar to valdības kopējie mērķi palika nesasniedzami. Augstākais punkts šajā feodālajā modelī bija aicinājums partijām “pamodināt savos ministros zvērus, kas cīnītos par budžetu”. Proti, valdība kā politisko leģionāru arēna, nevis komanda, kas strādā kopīgu mērķu labā. Valdībai jābūt komandai, kas strādā visas sabiedrības, nevis dažādu politiskajai elitei vairāk vai mazāk pietuvinātu interešu grupu labā. Godājamie deputāti! Parasti Latvijas politikā nav bijusi tradīcija pateikties aizejošai valdībai, bet es šobrīd godīgi gribu pateikt paldies Laimdotai Straujumai! Paldies par viņas drosmi, gatavību uzņemties atbildību. Paldies par cilvēcību un pienākuma apziņu. No viņas var mācīties. (Aplausi.) Godājamie deputāti! Topošās valdības deklarācijā ir definētas piecas prioritātes - tautsaimniecības stiprināšana, valsts drošība, nacionālā identitāte, reformas izglītībā un zinātnē un reformas veselības aprūpē. Šīs prioritātes nevar sakārtot hierarhiskā secībā, pasakot, ka kāda no tām ir pirmā un kāda - piektā. Nē! Panākumi vienā jomā ir atkarīgi no tā, kas notiek otrā vai trešā. Par sasniegumiem tautsaimniecībā varēs runāt tad, kad būsim droši par veiksmīgām reformām izglītībā, demogrāfijā, veselības aprūpē. Mums jābūt pārliecinātiem arī par valsts drošību. Drošība ir un būs mūsu valdības politikas stūrakmens. Manis vadītā valdība neiet aizpildīt ministru amatus, valdības mērķis ir straujākas ekonomiskās izaugsmes demonstrēšana, reformas izglītības un veselības aprūpes nozarē. Tās ir lietas, kas, tēlaini sakot, verdošas guļ uz valdības galda. Tās nedrīkst nolikt malā, izliekoties, ka ir kas svarīgāks. Vairs ne. Godājamie deputāti! Visu koalīcijas partneru parakstītajā deklarācijā netiek piedāvāts koncentrēties uz atsevišķu nozaru jeb ministriju interesēm, bet gan uz kopējo mērķi, kas nedrīkst būt vienas ministrijas monopols. Zinu, ka šis piedāvājums būtiski atšķiras no tā koalīcijas partiju attiecību modeļa, kas ir pastāvējis Latvijā pēdējos vairāk nekā divdesmit gadus. Apkarojot cits citu, mēs zaudējam paši savu politisko jaudu un vairojam vēlētāju nihilismu attiecībā pret partijām. Godājamie deputāti! Demogrāfijas problēmu risināšana ir iespējama tikai caur ekonomiskās attīstības prizmu. Pabalsti ir svarīgi, un tomēr ir jābūt videi, kas ļauj cilvēkam justies stabili, justies tādam, kas var prognozēt savas ģimenes nākotni ilgtermiņā. Mājoklis, konkurētspējīga alga, pieejama infrastruktūra, izglītības iespējas, veselības aprūpe un drošība. Lūk, kā vienas abstraktas, bet reizē reālas ģimenes un mūsu valdības prioritātes sakrīt. Mazliet par izglītību. Demogrāfiskā situācija ir nežēlīgs padomdevējs. Latvija nevar atļauties skolotāju un skolēnu skaita attiecību 1 : 3. Mums nav resursu. Izeja ir viena - skolu tīkla optimizācija. Reizē ar to valstij kopā ar pašvaldībām ir jānodrošina bērniem iespējas apmeklēt sākumskolu iespējami tuvāk mājai, kā arī drošu transportu līdz tālākām izglītības iestādēm. Godājamie deputāti! Tā es varētu analizēt nozari pēc nozares, bet nedomāju, ka ir vērts to darīt, jo daudzas neatliekami darāmās lietas visiem jums ir labi zināmas. Ir valdības deklarācija, ir ministri, ir darbi. Es gribu, lai šī valdība baidītos no neizpildītiem solījumiem un neizdarītām lietām. Ceru uz koalīcijas partneru - VIENOTĪBAS, Nacionālās apvienības, Zaļo un Zemnieku savienības - drosmi būt šajā valdībā! Pats uz savu arī! Opozīcija, zinām un novērtējam, ka esat līdzās.
