Es arī gribu runāt par valdības deklarāciju, kuru pats Ministru prezidenta amata kandidāts ir nosaucis nevis par utopisku dokumentu, bet par rokasgrāmatu ministru izvirzīto uzdevumu un paveikto darbu vērtēšanai. Kopumā lasot un iepazīstoties ar publiskajā telpā iepriekšējā dienā publicēto valdības deklarācijas, teikšu, toreiz vēl melnrakstu, tajā saskatu gan jaunas pieejas problēmu risinājumam, gan skaidrus mērķus un izmērāmus rezultātus, gan arī tos pašus iepriekšējo valdību solījumus - uzsākto, bet nepabeigto darbu turpinājumu. Taču mani personīgi “uzrunāja” dažas lietas, kuras uzskatu par pozitīvām un kuras vēlos akcentēt. Pirmām kārtām - pašvaldību iesaiste uzņēmējdarbības veicināšanā. Es patiesi gribu noticēt un cerēt, ka nu reiz pienācis ilgi diskutēto un pašvaldību kongresos izteikto domu un viedokļu realizācijas brīdis, kurš valdības deklarācijā izteikts šādi: “Jāpaplašina pašvaldību iespējas izmantot dažādus instrumentus uzņēmējdarbības veicināšanā.” Es teiktu konkrētāk: ļaut pašvaldībām pašām lemt un darboties uzņēmējdarbības jomās saprātīgi, nekropļojot uzņēmējdarbības vidi. Es nešaubos, ka vietējās varas atradīs risinājumus, pieejamus līdzekļus un veidus, lai kopā ar uzņēmējiem realizētu vietējai sabiedrībai interesantus un vajadzīgus projektus. Varbūt beidzot sāks realizēties dzīvē tik daudz minētie privātās partnerības projekti. Ceru, ka šis deklarācijas punkts varētu dot zaļo gaismu arī to īstenošanai. Svarīga ir tieši valdības attieksme, lai reāli sāktos investīciju piesaiste un projektu realizācija daudzās - ne vien lielās, bet arī vidējās un mazās - pašvaldībās. Kā pozitīvu punktu es gribu citēt arī šo valdības deklarācijā ierakstīto tekstu: “Stiprināsim kooperatīvo krājaizdevu sabiedrību darbību.” Latvijas Reģionu apvienība jau vairākkārt ir rosinājusi diskusiju par šo tēmu, īpaši toreiz, kad mūsu rindās bija profesors Brīvers, bet tagad es varu tikai paust mūsu atzinību, ka tas tiek nostiprināts arī valdības deklarācijā un lielā mērā iedrošinās šīs kustības entuziastus to realizēt dzīvē, balstoties uz konkrētu valdības deklarācijā paustu nostādni. Varbūt tā ir tikai nodeva atsevišķu vadošo partiju programmās solītajam, bet topošās valdības attieksme tomēr ir pozitīva, un es ceru, ka tāda tā būs arī turpmāk. Ar zināmu gandarījumu, bet, nenoliegšu, arī ar bažām es lasu vēl vienu punktu: “Veicinot policentrisku valsts attīstību, izveidosim pašvaldību sadarbības teritorijas, vairojot teritoriju ekonomiskās attīstības potenciālu un pašvaldību sadarbību publisko pakalpojumu sniegšanā, kā arī radot ekonomiskās sviras brīvprātīgai pašvaldību sadarbībai.” No vienas puses, man gribas ticēt, ka šī jaunā valdība izgaisinās bažas par jaunu reformu - pašvaldību piespiedu reformu, tā vietā dodot iespēju un valstiski atbalstot katru pašvaldību demokrātiski un brīvprātīgi izraudzīt darbības modeļus savai ilgtspējīgai attīstībai. Es domāju, ka nepaies ilgs laiks, līdz pašvaldības pašas būs gatavas rosināt, kur tās iedzīvotāji izvēlēsies veidot savu pašvaldības dzīves telpu, iespējams, arī kopā ar kaimiņiem. Bet kā āža kāja man šķiet un raisa bažas tas, kas ir rakstītas deklarācijas pirmajā daļā, un tas attiecas uz policentrisku valsts attīstības veicināšanu. Es tomēr ceru un ticu, ka, veicinot jaunā sadarbības modeļa attīstību, pašvaldības no tām, kuras ir neizdevušās (kā to ir teicis pats Ministru prezidenta kandidāts), kļūs par tām, kuras ir izdevušās. Valdības deklarācijas ievadā varam lasīt arī šādu tekstu, kuru pēdējās dienās vairākkārt esmu dzirdējusi gan masu saziņas līdzekļos, gan arī lasījusi: “Valdības darba īstenošanā nozīmīga loma ir dialogam ar sabiedrību, uzsverot ikviena Latvijas iedzīvotāja nozīmīgo lomu un līdzatbildību valsts attīstībā.” Lasot šo ievadtekstu valdības deklarācijā, mana optimisma pilnā sirds mazliet tā kā pierimst, jo arī es esmu Latvijas iedzīvotāja, esmu vēlēta deputāte (kaut varbūt nelielas tautas daļas vēlēta), un es arī gribēju līdzdarboties un būt līdzatbildīga šīs deklarācijas tapšanas laikā. Diemžēl jau no pirmās dienas man bija skumji dzirdēt, ka mēs jūs izslēdzam pat no sarunām par iespējamu sadarbību. Man likās, ka tā ir ļoti augstprātīga attieksme, kuru vajadzētu mainīt. Man nebija patīkami to dzirdēt ne kā cilvēkam, ne kā deputātei. Valdības veidošanas process bija smags un ilgstošs process. Un šķiet, ka tomēr nav attaisnojušās sabiedrības gaidas pēc īstām pārmaiņām. Manuprāt, procesā netika izmantota būtiska iespēja - izveidot stabilu platformu parlamentā, lai varētu veikt plašas reformas, par kurām vadošie politiskie spēki runā gadiem. Un šī augstprātīgā attieksme neiesaistīt un pat nerunāt ar opozīcijas partijām, kaut vai pieklājības vizītē atnākot, lai uzklausītu, man patiesībā rada iespaidu, ka ir maza interese par to, ko domā opozīcija. Kopsavilkumā. Esam palikuši pie šauras koalīcijas. Un tas tikai no jauna, iespējams, aktualizē spekulācijas un bažas par valdības stabilitāti, novēršot uzmanību no darāmajiem darbiem, kuri, visticamāk, atkal var palikt uz papīra, kā palikuši no iepriekšējām valdībām. Es gribu tikai teikt, cienījamie pozīcijas partiju kolēģi, ka arī opozīcijā esošie cilvēki ir tikpat spriest un lemtspējīgi, radoši un atbildīgi. Kā labu piemēru konstruktīvam darbam var minēt jautājumu risināšanu un situāciju izvērtēšanu kopīgu mērķu sasniegšanai Valsts pārvaldes un pašvaldības lietu komisijā. Gan pozīcijas, gan opozīcijas deputāti esam cits citu atbalstījuši vai pārliecinājuši par labiem un izsvērtiem lēmumiem līdz to pieņemšanai. Ar mazu cerību dzirksti es tomēr novēlu Māra Kučinska vadāmajai valdībai būt izlēmīgai, nevis rīcību imitējošai. Lai Latvijā beidzot tomēr tiktu sasniegts tas sen solītais ekonomiskais uzrāviens, lai kaut vai vienu solīti tiktu uz priekšu. Vēlot visu labu jaunajai valdībai, es tomēr ceru sagaidīt un piedzīvot ieinteresētu attieksmi bez augstprātības pret citu viedokli, lai ievadteksta daļā ierakstītie vārdi “valdības prioritātes (..) ir vērstas uz valsts attīstību” patiešām tam arī kalpotu.
