Šī tiešām ir pirmā reize, kad man - nu jau man piektais sasaukums! - jāsaka: “Kolēģi, aicinu šoreiz atturēties no likumprojekta nodošanas komisijai.” Kādēļ? Tikai tādēļ, ka tad, kad mēs sākām strādāt 12.Saeimā, mēs visi solījām vai zvērējām (citi - solījām, citi - zvērējām) izpildīt to, kas teikts Latvijas Republikas Satversmē. Šā likumprojekta autori, iespējams, nepadomāja, iespējams, neieskatījās Satversmē, bet... Likumprojektu saņemot Sociālo un darba lietu komisijā, mums nebūs reālu iespēju gūt pozitīvu atsauksmi ne no Finanšu ministrijas, ne no Labklājības ministrijas. Ja mēs, kolēģi, likumprojektā paskatāmies likuma spēkā stāšanās laiku, tad redzam, ka runājam par apstiprināto šā gada budžetu. Informēju jūs, kolēģi, ka Sociālo un darba lietu komisijā ir izveidota darba grupa, kas ļoti nopietni strādā sadarbībā ar nevalstiskajām organizācijām, to skaitā Latvijas Pensionāru federāciju, Rīgas aktīvo senioru aliansi, Latgales aktīvajiem senioriem un, protams, ar Finanšu ministrijas un Labklājības ministrijas ierēdņiem, un mēs arī gatavojam grozījumus likumā “Par valsts pensijām”. Šajā konkrētajā likumprojektā autori ir piemirsuši par to, ko mums prasa valsts vecuma pensiju saņēmēji un kas ir ierakstīts jaunajā valdības deklarācijā, - veicot indeksāciju, valsts vecuma pensionāriem ņemt vērā nostrādātos darba gadus, citiem vārdiem sakot, veiktās sociālās apdrošināšanas iemaksas gadus. Arī man, gluži tāpat kā Andrim Siliņa kungam, vakar zvanīja ļoti daudzi seniori, īpaši tādi, kuriem šodien darba stāžs jau ir 45-50 gadi, un viņi teica: “Ja jūs rīt neatbalstīsiet, mums nebūs šīs paaugstinātās pensijas.” Un es viņiem skaidroju: “Šai konkrētajā likumprojektā, cienītie kungi un dāmas, par to nav runa.” Tādēļ man gribētos, kolēģi, lai jūs akceptētu, ka Sociālo un darba lietu komisija sagatavo korektu likumprojektu, kurā tiešām tiktu noteikts, kā valdības deklarācijā rakstīts (uz šodienu tā jau ir parakstīta), ka valsts vecuma pensionāriem pensijas indeksēs, ņemot vērā darba stāžu. Nākošais jautājums, kurš mani satrauc saistībā ar šo konkrēto likumprojektu. Mēs darba grupā runājam par to iespēju, par kuru noteikti ir jāvienojas, - ka piemaksa par darba stāžu (šogad, tāpat kā pagājušajā gadā, ir noteikta piemaksa - viens eiro par vienu darba stāža gadu)... seniori, kuri ir pensionējušies līdz 1996.gadam, kad stājās spēkā pašreizējais pensiju likums, uzskata, ka viņu darbs nav pietiekami novērtēts un ka šai piemaksai ir jābūt lielākai. Bet tā ir atkarīga no valsts pamatbudžeta. Vēl, kolēģi, Satversmes tiesā ir iesniegti iesniegumi. Arī šajā jautājumā mums ar Labklājības ministriju jau ir panākta vienošanās: ministrija ir atzinusi, ka ir zināmas kļūdas un šīs lietas ir jālabo. Tāpēc, kolēģi, es ļoti lūdzu jūs ņemt vērā to, ka marta mēnesī (vēlākais - marta otrajā pusē), sadarbojoties ar jauno... topošo labklājības ministru un finanšu ministri, komisija panāks vienošanos, un mēs dosim jums akceptēt sagatavotu korektu grozījumu likumā “Par valsts pensijām”, kur tiks iekļautas arī visas manis iepriekš minētās normas. Tādēļ šodien, kolēģi, ne bez nepatīkamas sajūtas man pašai es aicinu tomēr nenodot šo likumprojektu komisijai, jo paredzams, ka likumprojekta tālāka virzība nenotiks. Paldies.".
