Ar savulaik virzīto elektrības tirgus liberalizāciju bija ļoti līdzīgi: pēkšņi bija vajadzīga steiga, pēkšņi bija kaut kas ātri jāpieņem, balstoties uz kaut kādu revolucionāru pārliecību, ar skaļiem paziņojumiem... Un beigās tomēr izrādās, ka atbilstošs izpildījums izpaliek. Kādēļ arī šoreiz ir vajadzīga tāda steiga? Kādēļ nepieciešams steigā veikt šos labojumus, vispār nemēģinot saprast pēc būtības, kā tas izmainīs esošo tirgus regulējumu un cik tas būs salāgots ar pārējām... ar tām gāzes tirgus darbību regulējošajām normām, kuras jūs šodien taisāties... jau šodien, cik es sapratu, taisāties apstiprināt? Pretrunas jau ir acīm redzamas pat bez dziļākas šo normu analīzes! Argumentācija, ka tas jāizdara šādi, steidzami, lai nekavētos ar gāzes tirgus atvēršanu, ir maksimāli liekulīga, pat, atvainojiet, stulba! Jo, pieņemot galalēmumu vismaz, teiksim, nākošajā Saeimas sēdē un tādējādi dodot iespēju Saeimai adekvāti šo likumprojektu izvērtēt un, ja nepieciešams, arī uzlabot, nekas netiktu aizkavēts. Tieši otrādi! Pareizi salāgojot visas jaunās normas, tiktu nodrošināts skaidrs un sakārtots juridiskais ietvars gāzes tirgus atvēršanai; tas dotu iespēju paveikt to ātrāk un sekmīgāk. Paskaidrojiet, lūdzu, - no kurienes ir radusies šī revolucionārā pārliecība, ka piedāvātais likumprojekts būs perfekts un atbilstošs vajadzīgajam liberalizācijas ietvaram? Mums tas maldinoši tiek pasniegts vienkārši kā tehnisks grozījums, bet tas tā nav! Šis grozījums paredz piešķirt juridisku spēku veselai virknei normu - jaunām, tirgus regulējumu būtiski izmainošām normām, kuras ir izstrādātas saskaņā ar veco Enerģētikas likuma redakciju, nevis to, ko jūs šodien apstiprināsiet. Ja pamatlikumprojektā par gāzes tirgus liberalizāciju, kurš šodien tiks apstiprināts, pat uz trešo lasījumu bija nepieciešams izdarīt vairāk nekā 80 labojumu, no kuriem lielāko daļu komisija ir atbalstījusi kā pamatotus, tad no kurienes lai likumdevējam varētu rasties tāda pārliecība, ka šoreiz Ekonomikas ministrija pēkšņi visu ir izdarījusi pareizi un ka mēs varam to ņemt un tā uzreiz, steigā, šodien visu apstiprināt? Manuprāt, visa līdzšinējā darba pieredze, strādājot ar enerģētikas jautājumiem, ir uzskatāmi apliecinājusi Ekonomikas ministrijas nespēju sagatavot kvalitatīvi nevienu normatīvo aktu. Atcerieties kaut vai šo nožēlojamo epopeju ar elektrības tirgus liberalizēšanu, atvēršanu, pareizāk sakot - virināšanu! Es aicinu Saeimu vismaz gāzes tirgus liberalizācijai, šim visai Latvijas sabiedrībai nozīmīgajam jautājumam, pieiet atbildīgi un ar atbilstošu kompetenci, jo ir acīm redzams, ka šī likumprojekta virzītājiem tādas nav.
