Arī šis likumprojekts sākotnēji ir saistīts ar Starptautisko un Latvijas Republikas nacionālo sankciju likumu, taču, izskatot šo likumprojektu gan otrajā, gan trešajā lasījumā, mēs diskutējām par tulka apmaksu no valsts budžeta līdzekļiem, un attiecīgi ir saņemti 18 priekšlikumi, kas ir saistīti galvenokārt ar šo tēmu. 1.priekšlikums paredz, ka tiem lietas dalībniekiem, kuri nepārvalda tiesvedības valodu un lietā saņem valsts nodrošināto juridisko palīdzību vai ir atbrīvoti no tiesas izdevumu samaksas, tiesa nodrošina tiesības izmantot tulka pakalpojumus, iepazīstoties ar lietas materiāliem un piedaloties procesuālajās darbībās. Izskaidrošu, kādas ir šī priekšlikuma piedāvātās izmaiņas. Šobrīd valsts apmaksā visiem lietas dalībniekiem tulku piedalīšanos tiesas sēdē tad, ja viņi saka, ka viņi nepārvalda tiesvedības valodu. Komisijā mēs uzklausījām tiesnešus, kuri teica, ka diezgan bieži ir gadījumi, kad viņi redz, ka lietas dalībnieks patiesībā pārvalda valodu un citreiz pat palīdz tulkam tulkot, bet, ja viņš ir paprasījis šo tulku, tad valstij tas jānodrošina un jāapmaksā. Tas, kas tiek paredzēts ar šo priekšlikumu, - ka turpmāk tiesības uz valsts apmaksātu tulku būs tikai personām, kurām ir sarežģīti pašām apmaksāt šos pakalpojumus, proti, personām, kuras saņem valsts nodrošināto juridisko palīdzību vai ir atbrīvotas no tiesas izdevumu samaksas. Pārējām personām tātad faktiski būs turpmāk pašām sev jānodrošina un jāapmaksā tulks. Tas ir tas, ko paredz šis tieslietu ministra Dzintara Rasnača priekšlikums. Komisijā priekšlikums ir atbalstīts.".
