Trešā prasme... trešā prasība - prasme brīvi sarunāties vismaz vienā no Eiropas Komisijas darba valodām. Jāsaka, arī tā ir izraisījusi diskusijas. Tāpēc vēlos tuvāk paskaidrot. Mēs varam smieties par nothing special un līdzīgiem gadījumiem, taču starptautiskajā arēnā tie itin nemaz nav smieklīgi. Un Latvijas tēlu tas nekādā veidā nevairo, Latvijas atpazīstamību neveicina un cieņu pret Latviju kā pret līdzvērtīgu un pilnvērtīgu sadarbības partneri nekādā veidā nevairo. Mēs varam runāt arī par to, ka varbūt ir iespējams efektīvi sazināties arī ar tulka starpniecību; galvenais, lai cilvēkam ir harisma, līdera dotības un spēja tulkam izskaidrot, ko viņš vēlas pateikt. Var jau būt, ka arī sarunās pie kafijas tases, nerunājot par oficiālajām runām, var kaut kādā veidā sazināties ar tulka palīdzību. Bet ir vēl viens jautājums, kas būtu šajā kontekstā apsverams: vai cilvēks, kurš nelasa literatūru ne angļu, ne franču, ne vācu valodā, tiešām var pārzināt jomu, kurā viņš strādā, pilnvērtīgā un pietiekamā līmenī? Vai arī šī literatūra - dažādi zinātniskie raksti, publikācijas - viņam tad tiek tulkoti? Nākamā prasība - ne mazāk kā trīs gadus ilga vadītāja darba pieredze. Es neiedziļināšos... nesniegšu dziļus paskaidrojumus attiecībā uz šo prasību, jo, ja cilvēkam tiek piedāvāts vadīt ministriju, kurā parasti ir vairāk nekā simts darbinieku - un kur nu vēl darbinieku skaits ministrijas padotības iestādēs! -, tad cilvēkam ir jāsaprot, ko nozīmē vadīt. Un visbeidzot - motivēts redzējums par attiecīgās nozares attīstības stratēģiju un tās realizācijas plānu. Jāsaka, tas ir tas, kā ļoti, ļoti pietrūkst esošajai vai potenciālajai (man grūti to nosaukt par jauno valdību, jo tajā ir tikai trīs jaunas sejas), respektīvi, šai topošajai valdībai: mēs nedzirdam publiskajā telpā ministra amata kandidātu redzējumu un attīstības stratēģiju viņu potenciāli vadāmajām nozarēm. Un pēdējais. “Par Ministru kabineta locekli nevar izvirzīt un apstiprināt personu, kura atzīta par maksātnespējīgu parādnieku.” Ja persona nav varējusi tikt galā ar savu līdzekļu pārvaldīšanu, tad ir vairāk nekā naivi cerēt, ka tā varēs tikt galā ar valsts līdzekļu pārvaldīšanu. Kolēģi! Es lūdzu atbalstīt šo likumprojektu... šī likumprojekta nodošanu komisijām. Ja ir kādi diskutējami jautājumi, tad diskutēt par tiem komisijās, lai tomēr sabiedrībai būtu skaidras prasības, kādas - vismaz minimālās prasības - tiek izvirzītas ministra amata kandidātiem.
