Mēs cenšamies iespējami ātri labot nepieļaujamu kļūdu, kuru mēs visi kopā esam pieļāvuši pagājušā gada beigās, decembrī, balsojot par šo likumprojektu un nekritiski izvērtējot to. Iepriekšējie grozījumi tika veikti saistībā ar vienas Eiropas Savienības regulas ieviešanu... nekritiski izvērtējot to, ko Eiropas Savienības telpā nozīmē universitātes līmeņa izglītība. Universitātes līmeņa izglītība - šobrīd Latvijas likumos tāda nav noteikta, bet praktiski šāda izglītība tiek apgūta visās augstskolās. Saskaņā ar prasību, kas šobrīd ir spēkā likumā no šī gada sākuma, atsevišķas reglamentētās profesijas gan manā skatījumā, gan komisijas skatījumā nepamatoti var apgūt tikai tajās sešās Latvijas augstskolās, kas ir universitātes. Mēs zinām, ka universitāte ir tāda augstskola, kura darbojas vismaz četros zinātņu virzienos. Un tas liedz, pieņemsim, Latvijā veidot specifiskas viena virziena universitātes. Agrāk, mēs zinām, mums bija Medicīnas institūts, pēc tam bija Medicīnas akadēmija, un tagad - Medicīnas universitāte, kas ir paplašinājusies, lai būtu universitāte, un pielikusi klāt sociālās zinātnes. Ja tas nebūtu darīts, tad saskaņā ar Latvijas likumdošanu Rīgas Stradiņa universitāte nebūtu universitāte, jo neatbilstu likuma prasībām. Un tas nozīmētu, ka reglamentēto ārsta profesiju šajā izpratnē mēs nedrīkstētu realizēt šajā augstskolā. Un tāpēc mums ir jāpaiet šobrīd šis solis atpakaļ un vairākās vietās šajā likumā vārds “universitāte” ir jāaizstāj ar “augstskola”. Konkrēti tas skar arhitekta profesiju kā reglamentēto profesiju, tas skar medicīnas māsu izglītošanu, kas, starp citu, Latvijā notiek ne tikai universitātēs, bet arī koledžās, un šis likums to liedz darīt. Būtībā runa šajos grozījumos ir par tās situācijas atgriešanu, kura mums bija iepriekšējā gada decembrī un kura Latvijas augstākās izglītības telpā līdz tam nebija radījusi nekādas problēmas. Kā es jau teicu, iepriekšējie grozījumi bija saistīti ar nekritisku vienas Eiropas Savienības regulas ieviešanu. Šobrīd situācija ir jālabo. Paldies. Aicinu atbalstīt nodošanu komisijai.".
