Uzskatu, ka mums ir pienākums ekonomēt līdzekļus, nevis tos nesaprātīgi izšķiest kāda savtīgu interešu un materiālās ieinteresētības dēļ. Iesniegtais likumprojekts “Grozījumi likumā “Par reglamentētajām profesijām un profesionālās kvalifikācijas atzīšanu”” ir kārtējais apliecinājums vēlmei sašķelt, nevis konsolidēt valsts līdzekļus. Nosakot iespēju reglamentētās profesijas apgūt augstskolās (“augstskola” ir plašāks jēdziens nekā universitāte!), mēs patiesībā paveram durvis kārtējai augstskolu programmu neplānotai un nesistemātiskai licencēšanai un īstenošanai. Tas rada plašas iespējas interpretēt likumu savtīgos nolūkos. No vienas puses, mēs šobrīd valstī aicinām augstskolas samazināt savu programmu skaitu. Izglītības un zinātnes ministrija meklē veidus, kā konsolidēt augstskolas. Bet, no otras puses, mēs ar likuma normas ieviešanas palīdzību tagad dodam zaļo gaismu, lai programmas bezatbildīgi vairotos kā sēnes pēc lietus. Uzskatu, ka mēs izkropļojam likuma būtību. Vai kāds, gatavojot šos grozījumus, ir izvērtējis, cik speciālistu ir nepieciešams kādā konkrētā specialitātē un kādas būs sekas, ja šis likums stāsies spēkā, - gan pozitīvās, gan negatīvās? Vai kāds ir veicis šādu analīzi? Cienījamie deputāti! Tieši šobrīd, balsojot pret šiem grozījumiem, ir iespēja apturēt kārtējo valsts līdzekļu izšķērdēšanu. Lēmums ir jūsu ziņā. Kā mazu piemēru varu minēt to Bulduru Dārzkopības vidusskolas problēmu. Audzēkņu skaita nepietiekamības dēļ ir radies jautājums par to, ka vajadzētu šo skolu kā tādu likvidēt, pārstrukturēt, kaut kur pievienot... Tajā pašā laikā Izglītības un zinātnes ministrija atļāva ļoti daudzām skolām atvērt līdzīgas programmas, un līdz ar to šī skola nevar savākt attiecīgo audzēkņu skaitu un ir jautājums, ka tā jālikvidē. Un tas pats ir arī šeit. Augstskolas programmas atvērs, un valsts augstskolām, kas līdz šim rūpējās par speciālistu sagatavošanu, materiālās bāzes attīstīšanu, jāpaliek tādā kā pabērna lomā.
