Bet, protams, arī katram cilvēkam, katrai ģimenei, kas kopā ar bērniem grib izceļot ārpus Latvijas, būtu ļoti svarīgi iepazīties ar to informāciju un to, kādas prasības, kādas tradīcijas attiecībā uz bērnu audzināšanu un bērnu tiesību aizsardzību ir spēkā konkrētajā ārvalstī, lai nepiedzīvotu nepatīkamas situācijas. Taču es gribu vērst radioklausītāju uzmanību arī uz to, kā šī deklarācija tapa un kā tā beigu beigās tomēr tika pieņemta. Proti, atbildīgā komisija rudenī situāciju laikam vēl nebija apzinājusi, lai gan valdībai šī situācija bija jāapzina vismaz pirms diviem gadiem, ja ne pirms kādiem pieciem gadiem, un bija jāreaģē uz konkrētiem mūsu pilsoņu tiesību aizskārumiem, uz Vīnes konvencijas neievērošanu citu valstu dienestu darbībā. Tikai pateicoties opozīcijas deputātiem, mūsu valdošā koalīcija saprata, ka ir nepieciešams kaut kādā veidā reaģēt. Paldies Dievam, ka vismaz šajos trijos mēnešos šī deklarācija – jau ar noslīpētu, labāku redakciju, ar konkrētākiem uzdevumiem – tomēr tika pieņemta. Lai gan arī šodien, pieņemot šīs deklarācijas tekstu, diskusiju laikā no tās pašas, piedodiet, VIENOTĪBAS deputātu rindām skanēja komentāri jeb piezīmes ar tādu kritiku: vai tad nu valstij vajadzētu savus piederīgos aizstāvēt? Man gribas atgādināt, ka Latvijas Satversme noteic, ka Latvijas valsts aizstāv, aizsargā ģimeni. Latvijas valstij ir pienākums aizsargāt ģimeni, it īpaši – savu valstspiederīgo ģimenes. Lai kārtējo reizi nedarbotos sindroms, ka mēs esam zināmā mērā maza valstiņa, ka mēs esam pakalpiņi lielajām valstīm un lielās var darīt, ko grib. Ka mēs varam tikai klusi paciest un teikt: tā, kā viņi dara, ir pareizi, viņi nekad nekļūdās. Un šajā sakarībā es vēlos jums, cienījamie klausītāji, mazlietiņ atgādināt, lai vērstu uzmanību uz to... Vai nu tā ir Ārlietu ministrijas, vai visas valdības politika, bet iztapības dēļ Latvija piekrīt tai lielo valstu pozīcijai, piekrīt tam, ko lielās valstis ir nolēmušas, un pēc tam mēģina to attaisnot. Kļūstam par advokātiem lielvalstu politikai, necenzdamies aizstāvēt savu, Latvijas, pozīciju. Tā tas arī pagājušā gada rudenī parādījās saistībā ar šo jautājumu par bērnu tiesību aizsardzību, un beigu beigās tas rezultāts ir šīsdienas sēdē pieņemtā deklarācija. Un tā tas ir ļoti daudzos jautājumos.
