Latvijas Reģionu apvienība arī uzskata, ka ir vairākas būtiskas lietas, kas ir notikušas šajā sēdē un arī plānotas nākotnē, par ko es izstāstīšu. Šobrīd notiek Ministru kabineta veidošanas process, un... ir vilktas dažādu krāsu līnijas, ir dalītas dažādas ietekmes sfēras, bet pat mums, kas esam šeit, Saeimā, nav skaidrs – un kur nu vēl jums, radioklausītāji! –, kā un kāpēc tiek izvēlēti konkrētie cilvēki, kas tiek izvirzīti par ministra amata kandidātiem. Un tāpēc Latvijas Reģionu apvienības frakcija Saeimas šodienas sēdē bija iesniegusi aicinājumu papildināt sēdes darba kārtību un tajā iekļaut likumprojektu “Grozījumi Ministru kabineta iekārtas likumā”, kurš paredzētu vismaz minimālās prasības ministra amata kandidātiem. Mūsuprāt, tās ir pamatprasības, ka cilvēkam, ja viņš vēlas kaut ko vadīt, būtu vajadzīga augstākā izglītība, valsts valodas prasme, vadītāja darba pieredze un motivēts redzējums par savas nozares attīstības stratēģiju un tās realizācijas plānu. Lai nebūtu tā, ka āzis tiek ielikts par dārznieku, proti, cilvēks, kurš vispār nepārzina konkrēto jomu, tiek ielikts šīs jomas vadībā. Ierosinājām arī to, ka ministram tomēr būtu jāprot sarunāties vismaz vienā no Eiropas Komisijas darba valodām, jo mēs esam Eiropas Savienībā un darbs Eiropas Komisijā un Eiropas Savienības institūcijās ir faktiski viens no ministra ikdienas darbiem. Un, ja katrā šādā sarunā, katrā šādā tikšanās reizē, katrā šādā sapulcē ir nepieciešams tulks un ja, pārrunājot kādas neformālas lietas pie kafijas tases ar citu valstu pārstāvjiem, ir nepieciešams tulks, tad kaut ko sarunāt, par kaut ko vienoties vai lobēt Latvijas intereses ir grūti vai pat neiespējami. Diemžēl kolēģi atteicās šo jautājumu iekļaut Saeimas šodienas sēdes darba kārtībā, bet pie tā mēs atgriezīsimies nākamajā ceturtdienā. Ceram, ka līdz tam būs izdevies pārliecināt kolēģus par to, ka šādas minimālās prasības tomēr ir nepieciešamas. Šeit jau tika pieminēta Deklarācija par nepilngadīgo Latvijas valstspiederīgo tiesību aizsardzību ārvalstīs. Latvijas Reģionu apvienības frakcija atbalstīja gan pirmo, gan arī alternatīvo deklarācijas projektu, jo uzskatām, ka Latvijas valstij ir pienākums aizsargāt savus bērnus, savas ģimenes arī tad, ja šīs ģimenes ir emigrējušas un strādā vai dzīvo citās valstīs. Jāteic, ka sākotnējais deklarācijas projekts, kuru arī Latvijas Reģionu apvienības frakcijas deputāti bija parakstījuši, bija mazliet stingrāks. Tas, kurš šodien Saeimā tika apstiprināts, ir tāds mazliet izplūdušāks un deklaratīvāks. Tomēr ir svarīgas lietas, kuras šajā deklarācijas projektā ir iekļautas un kuras jums, klausītāji, vajadzētu labi zināt un paziņot saviem draugiem, radiem, kuri ir ārvalstīs. Proti, šajā deklarācijas projektā esam mudinājuši ārvalstu kompetentās institūcijas pārliecināties, ka par visām lietām, kuras atrodas šobrīd šo institūciju lietvedībā, ir informēta Latvija un ka visu šo lietu izskatīšanā ir iesaistīti Latvijas institūciju pārstāvji. Un savukārt Latvijas institūcijām esam uzdevuši sekot līdzi šīm lietām, atbalstīt Latvijas ģimenes un Latvijas valstspiederīgos, iesaistīties šo lietu izskatīšanā un maksimāli nodrošināt to, ka vai nu šīs lietas tiek izskatītas Latvijas institūcijās, vai arī bērni vismaz tiek nodoti Latvijā esošu radu, draugu vai kādu citu atbilstošu personu aprūpē. Trešā lieta. Kolēģi jau pieminēja grozījumus Latvijas Administratīvo pārkāpumu kodeksā, kuri sakarā ar zemledus makšķerētājiem ir ļoti aktuāli. Ik pa laikam mēs dzirdam sabiedrībā runas par to, cik ļoti daudz izmaksā šīs glābšanas operācijas, un tāpēc, mūsuprāt, šajos grozījumos ir jāiekļauj viena lieta, kuras tajos trūkst, un mēs noteikti iesniegsim šādu priekšlikumu, – ka tad, ja persona, pārkāpdama visus aizliegumus, tomēr ir gājusi uz ledus un ir bijusi nepieciešama šīs personas glābšana ar kuteriem, helikopteriem vai ar kādām citām valstij esošām iespējām, tad tomēr pati perona arī atlīdzinās tos zaudējumus, kādi ir radušies šīs personas glābšanas dēļ. Un vēl. Ar prieku šodien konstatējām, ka ir savākti 10 tūkstoši parakstu iniciatīvai “Par atklātu balsojumu Valsts prezidenta vēlēšanās”. Un atļaušos jau šobrīd apgalvot, ka noteikti atbalstīsim šo iniciatīvu arī šeit, Saeimā. Un pats pēdējais. Sestdien Latvijas Reģionu apvienība pulcēsies uz forumu “Izaicinājumi 2016.gadā”. Tas notiks vienā no mūsu skaistākajām pašvaldībām, kuru vada Reģionu alianses priekšsēdētājs Andrejs Ence, – Babītē.
