Paldies ārlietu ministram un Ārlietu ministrijas darbiniekiem par šo apjomīgo dokumentu, kuru es nosauktu arī par visnotaļ stratēģisku dokumentu, jo šie trīs galvenie stratēģiskie punkti, manuprāt, ir ļoti precīzi izcelti un arī atspoguļoti ārlietu ministra runā. Tātad, pirmkārt, ja mēs runājam par NATO klātbūtni un par to, kas mums jādara telpā no Velsas līdz Varšavai. Te ir runa gan par kiberdrošību, kur arī mēs esam strādājuši, gan arī par to, kādā veidā ir jāstrādā kopā ar Zviedriju un Somiju, lai nostiprinātu mūsu drošības intereses. Interesanti, ka mēs burtiski pēdējo dienu laikā esam saņēmuši indikācijas no Pentagona par to, ka uz 2017.gadu ASV jau ir iezīmēts finansējums, lai spētu šeit nodrošināt militāros... sauksim to par tehniku un par citiem kara materiāliem, kas ir nepieciešami, lai mēs spētu veikt aktīvu nodrošināšanas politiku. Otrkārt, runājot par vienotu Eiropas Savienību, par stiprāku Eiropas Savienību. Vairāki kolēģi jau ir par to izteikušies, un arī kolēģe Lolita Čigāne ļoti skaidri to pateica, proti, ka mums vajag “vairāk Eiropas”. Un visbeidzot trešais stratēģiskais punkts – par konkurētspējīgu Eiropas Savienību. Pie tā arī mēs savas prezidentūras laikā esam strādājuši, un paldies visiem, kas pielika savu roku šajā ļoti labajā darbā! Bet papildus tam ir vēl arī darbs ar OECD jeb ar Ekonomiskās sadarbības un attīstības organizāciju, un šobrīd vismaz Saeimas komisijās ir ļoti skaidri redzams, ka šis eiropeizācijas process, kurš ir aizsācies pagājušā gadsimta deviņdesmito gadu sākumā, ļoti veiksmīgi norit un attīra mūsu, Latvijas, likumdošanu no “brālēna politikas” sārņiem. Ko mēs dzirdam šajā zālē, it sevišķi no ļoti cienītās opozīcijas? Mēs dzirdējām analoģijas ar Kisindžera veco analoģiju par to, ka... Kas tad īsti ir Eiropa, kurai mēs zvanām? Tātad – uz kuru numuru mēs zvanām, ja mēs gribam sazvanīt Eiropu? Mēs dzirdējām teicienu par to, ka pasaule it kā sastingusi... Tajā pašā laikā tika minēts tas, ka, redziet, Francija un Krievija ir spējušas vienoties. Bet piedodiet! Kas tad ir tas, par ko mēs lēmām pirms burtiski divām nedēļām? Lēmām par to, ka mūsu karavīri piedalīsies Irākas un Mali misijās. Proti, tās ir politikas, kuras ir saskaņotas ar to pašu Franciju un citiem NATO sabiedrotajiem. Mēs strādājam šajā jomā, nav nekā sastinguša! Mēs dzirdējām par ANO kā par bezzobainu diskusiju klubu. Dokuments par klimata pārmaiņām esot nekam nederīgs papīrs... Apskatieties šeit uz ielas, atcerieties zaļos Ziemassvētkus, ja jums nav skaidrs, kā klimata pārmaiņas maina mūsu klimatu! Bet, ja mēs runājam par dokumentiem (es uzsveru – par dokumentiem), tad jāuzsver, ka tiem visiem ir juridisks spēks. (Dep. G.Kūtris: “Nav! Tam nav juridiska spēka!”) Mums, šeit sēdošajiem, tas ir jo sevišķi jāpatur prātā, jo pēc 1940.gada 17.jūnija, pateicoties ASV Valsts departamentam un Samneram Velsam, mūsu okupācijas neatzīšanas politika bija tas pamats, uz kura mēs spējām pieprasīt savas neatkarības atjaunošanu. Tieši tāpat tiks strādāts arī ar klimata pārmaiņu dokumentu, un tieši tāpat tiks strādāts arī ar Krimas aneksijas neatzīšanas politiku. Dzirdējām pretenzijas pret kopējo migrācijas politiku, lai arī tur bija pretrunas... Pēc tam runāja par to, ka Latvija īsti nav nekāda spēlētāja, bet ir kā piespēlētāja... Šeit es neiešu atkārtot to, ko mans kolēģis Atis Lejiņš ļoti skaidri pateica par to, kādā veidā mēs savas prezidentūras laikā esam strādājuši, lai nostiprinātu ārējo Eiropas Savienības un mūsu kopējo robežu. Mēs dzirdējām pārmetumus par Ukrainu, par Nīderlandes tuvojošamies referendumu. Piedodiet, mēs ļoti skaidri redzam, kā šobrīd Maskava bāž savu degunu mūsu, Eiropas, lietās, mainot šī referenduma normālu norisi. Taču es gribu atgādināt... un paldies Mežuļa kungam un paldies Baltijas Asamblejas pārstāvjiem, kuri nodrošināja... Un paldies arī visiem tiem, kas ziedoja Čerņigovas bērnunamam, lai sarūpētu dāvanas uz Ziemassvētkiem. Tas ir veids, kā mēs palīdzam Ukrainai – papildus tam, ko dod valdība. Visbeidzot, protams, ja mēs runājam par Ukrainas jautājumu vai par citiem gadījumiem, kuros palīdzība tiek dota, mums ir jāatceras senā paruna, ka Rīga netika uzcelta vienā dienā. Mēs vienā dienā nevaram gribēt pārmaiņas Ukrainā, kur 25 gadus diemžēl oligarhiski klani ir trallinājuši politiku. Visbeidzot. Es domāju, ka, runājot par ārpolitikas dokumentiem, mums ir jāskatās arī nākotnē, un šis dokuments ir tāds, kurš skatās nākotnē, ja mēs vadāmies no stratēģiskajiem uzstādījumiem. Attiecībā uz stratēģiskajiem uzstādījumiem runa ir par to, kādā Eiropā mēs dzīvosim. Un šobrīd mēs, šeit sēdošie, protams, varam domāt par to, kas ir saistīts ar Jauno Zīda ceļu, Kazahstānu, Ukrainu un citām valstīm, bet tajā pašā laikā mums šeit, Latvijā, un Eiropas Savienības citās 27 dalībvalstīs aug tā sauktā Erasmus paaudze: viņi dodas cits pie cita ciemos, studē citu valstu universitātēs un skatās uz Eiropas Savienību pavisam citādi. Tāpēc, nobeidzot šo uzstāšanos, teikšu, ka, manuprāt, gan bēgļu krīze, gan mūsu institucionālā satvara krīze ir pārejošas. Eiropas Savienība ne to vien ir redzējusi. Atcerēsimies naftas krīzes 1970.gadu sākumā un beigās un PSRS ieiešanu Afganistānā! Visi runāja par šausmām Eiropas Savienībā (kura tai laikā saucās Eiropas Kopiena), bet 1986.gadā spēja pieņemt Vienoto Eiropas aktu, kurš lika pamatus vienotajam tirgum. Pēc tam sekoja, protams, annus mirabilis jeb 1989.gads, Berlīnes mūra krišana. Neskatoties uz šīm lielajām pārmaiņām, kuras notika Eiropas kontinentā, 1993.gadā, pateicoties Vācijas, Francijas un Žaka Delora kopējām pūlēm, tika noslēgts Māstrihtas līgums. No krīzes – uz līgumu! Tieši tāpat pēc Bosnijas kara 1997.gadā tika noslēgts Amsterdamas līgums. Pirmoreiz tika pieņemtas pamatnostādnes kopējai migrācijas politikai. Diemžēl Vācijas zemju nostājas dēļ Helmūts Kols nespēja izveidot vienotu migrācijas politiku, un tā tagad atsaucas arī uz tiem notikumiem, kas risinās šodien šeit, Eiropā. Visbeidzot, pēc Kosovas kara tika pieņemts Nicas līgums. Pēc 2008.gada finanšu krīzes pieņemts Lisabonas līgums. Caur katru krīzi Eiropas Savienība paliek stiprāka un spēj risināt savas problēmas. Nemuļķosim sevi! Arī pēc šīs krīzes (es esmu pārliecināts) mēs turpināsim virzību uz vienotu Eiropas konfederāciju. Paldies. (Aplausi.)".
