Vispirms jāatzīmē, ka pagājušajā ceturtdienā, kad skatījām pārskatu par nacionālo drošību, runātāju bija stipri mazāk. Tā jau ir, ka pēdējo divu gadu laikā uzskatāmi redzam, ka notikumi ārpus mūsu valsts robežām spēj tiešā veidā ietekmēt valsts iekšējās dzīves dienaskārtību. Krievijas vardarbīgā suverēnās Ukrainas robežu maiņa lika nopietni pievērsties savu drošības struktūru stiprināšanai un samērā sašķeltās sabiedrības saliedēšanai, kamēr lielā tautu staigāšana Vidusjūras reģionā liek ar bažām raudzīties uz mums pašiem tik ļoti izdevīgajiem atvērto Eiropas iekšējo robežu principiem. Šādos apstākļos gribētos no ārlietu dienestiem sagaidīt divas lietas: pirmkārt, daudz proaktīvāku nostāju attiecībā uz šiem jautājumiem un, otrkārt, daudz aktīvāku esošās situācijas un Latvijas nostājas skaidrošanu mūsu pašu sabiedrībai. Vēlētos redzēt iknedēļas (vai vismaz ikmēneša) skaidrojumus no mūsu vēstniecības Kijevā par tajā valstī notiekošo, par situāciju Ukrainas austrumos un Krimā. Tie būtu papildināmi ar Latvijas un citu Eiropas Savienības valstu komentāriem par savu nostāju un tās izmaiņām attiecīgajā laika posmā. Ārlietu ministrijas mājaslapā jau ir redzams labs sākums, tikai jāsaprot, ka nedēļu atpakaļ atjaunināta informācija mūsu laikos vairs nav nopietni uztverama, kur nu vēl, ja runa ir par vairākiem mēnešiem. Milzīgs darbs vēl darāms attiecībā uz Krievijai piemēroto ES sankciju satura un būtības skaidrošanu visai sabiedrībai. Mani neizbrīna Krievijas iedzīvotāju neziņa par sankciju patiesajiem iemesliem, neziņa par sankciju mērķi un to metodoloģiju, taču, ja man jāuzklausa pierobežas iedzīvotāju jautājumi par iemesliem, kuru dēļ Latvijas valdība piekrīt Eiropas Savienības ierosinātam aizliegumam pārdot Krievijas iedzīvotājiem pārtikas produktus un medikamentus, tad ar mūsu skaidrojošo darbu tiešām kaut kas nav kārtībā. Jautājumā par bēgļiem Dienvideiropā un Centrālajā Eiropā, šķiet, valda vēl lielāks juceklis – vēl jo vairāk tāpēc, ka oficiālas informācijas trūkst, informācija ir haotiska un nespēj sniegt atbildes reālajā laikā. Tas viss veido ideālu augsni baumām, puspatiesībām un uz bezkaunības robežas balansējošiem šausmu stāstiem, kas no visām pusēm laužas sociālajos tīklos, nereti par informācijas avotu izmantojot stipri apšaubāma satura interneta lapas. Starp citu, viena no tām brīvi reklamējas uz Rīgas taksometru aizmugurēm. Mēs bieži runājam par bēgļu... bieži redzam sociālajos tīklos stāstus par bēgļu varmācību, bet tajā pašā laikā mums taču arī pašiem... Mums jāatbild uz pavisam nesen sabiedriskajos medijos redzēto statistiku, ka katra trešā Latvijas sieviete ir cietusi no vardarbības ģimenē. Kas pie tās ir vainīgs? Imigranti, bēgļi vai islāmticīgie? Varbūt vēl kāds? Kopumā rodas tāds iespaids, ka Latvijas (līdzīgi kā daudzu citu Eiropas Savienības valstu) diplomātijas galvenais uzdevums ir cīnīties par zemākiem “bēgļu kvotas” skaitļiem, nevis uzdot pilnīgi leģitīmus jautājumus par to, kādēļ tiem nabaga ļaudīm tiek ļauts sēsties dzīvībai nedrošos peldlīdzekļos vienā kara neskartā valstī, piemēram, Turcijā, lai tad dotos uz citu kara neskartu valsti, piemēram, Grieķiju, lai tad šķērsotu vēl vienas vai divu Eiropas valstu oficiālās robežas. Līdzīgi trūkst publiskas diskusijas par mūsu pašu tiešo kaimiņvalstu spēju aizsargāt savas robežas. Te jāpiemin Igaunijas robežsarga nolaupīšanas gadījums un nupat no Somijas nākošā informācija, ka bēgļu transportēšanā tiek iesaistīti Krievijas Federācijas specdienesti. Kamēr mūsu diplomāti un mediji aizņemti ar vairāku simtu tā saukto Rietumu uzspiesto bēgļu dalīšanu, tikmēr pāri mūsu austrumu robežai gada laikā kontrabandas ceļā tiek pārvests vismaz pustūkstotis nelegālo imigrantu. Taču nedz no Ārlietu ministrijas, nedz arī no valdības kopumā neseko nekādas vērā ņemamas darbības, vismaz plašāka sabiedrība to nedabū sajust. Nupat presē parādījusies karikatūra. Šļūkas kungs ir uzzīmējis Latvijas karti un iezīmējis vairākas dabas takas – Teiču, Slīteres dabas taku un, protams, austrumu pusē – Vjetnamiešu dabas taka. Un vēl viena tēma, par kuru Latvijā ārlietu sakarā, šķiet, runā biežāk nekā iekšlietu vai nacionālās drošības sakarā, ir – es varu ļaut jums minēt –, bet... (Starpsauciens no zāles.) Nepareizi, Kaimiņa kungs, tā ir joma, kurai es gribēju pievērst uzmanību, – tā ir Latgale. Lai gan Satversmē noteikts, ka starptautiskos līgumos Latvijas teritoriju veido Kurzeme, Vidzeme, Zemgale un Latgale, patiesi vēl pirms 1918.gada oficiālās sanākšanas teātrī un kopīgā foto tika sarīkoti daudzi svarīgi pasākumi reģionos, kuru simtgadi pavisam drīz atzīmēsim gluži tāpat kā valsts proklamēšanas jubileju. Kultūras ministrija sadarbībā ar Latgales pašvaldību un nevalstisko organizāciju pārstāvjiem izveidoja darba grupu, nāca kopā, sprieda, meklēja idejas, izveidoja kopsavilkumu ne tikai 2018., bet arī 2017.gada pasākumiem. Tika sastādītas arī kopīgās finansējuma tāmes – līdztekus pašvaldību un Valsts kultūrkapitāla fonda programmu naudiņām no valsts budžeta lūgti nepilni 168 tūkstoši eiro. Kad šo tāmi apskatījām no Latgales ievēlēto deputātu vidū, kāds atļāvās teikt, ka tas izskatās pārāk pieticīgi tik nozīmīgas gadadienas saistībā. Tagad saņemam ziņas, ka Finanšu ministrija arī šo uzskata par pārāk lielu summu un neplāno atbalstīt Latgales kongresa simtgades pasākumus. Vai latgaliešiem būs atbalsts jāprasa pie kāda gāzes importētāja vai varbūt kāda turīga VID darbinieka? Lai nebūtu šādi joki jāstāsta, valstij beidzot nopietni jāķeras pie Latvijas reģionālās politikas, nevis tikai laiku pa laikam jāimitē darbība šai virzienā – tas patiesi ir svarīgs gan nacionālās drošības, gan arī, teikšu, starptautisko attiecību jautājums. Jo pārrobežu sadarbībā ir bijuši atsevišķi veiksmīgi sadarbības projekti tūrisma, kultūras un sporta jomā. Taču patiesi stipri administratīvie Latvijas reģioni varētu palīdzēt valdībai gan veidot ciešākas sadarbības saites starp Baltijas valstīm, gan arī veidot ekonomiski labvēlīgu vidi pierobežā, kur iedzīvotāju skaits gan padomju, gan arī šajos 25 neatkarības gados ir katastrofāli samazinājies tieši valstiski atbildīgas rīcības trūkuma dēļ. Iedzīvotāji, kas dzīvotu pierobežā, būtu vislabākie robežsargi. Viņi varētu vislabāk, visātrāk, visefektīvāk ziņot par kādu nepazīstamu cilvēku, kas tur mēģina lavīties garām. Līdz ar to visas Eiropas Savienības un katras dalībvalsts attīstības un drošības pamatā ir cilvēks. Cilvēks un ar to saistītā reģionālā politika. Ja jau mums Saeimā ir tik plašas debates par nacionālo drošību, par ārlietām, uzskatu, būtu patiesi vērtīgi sarīkot arī atsevišķu kvalitatīvu sarunu par reģionālo politiku Latvijas, Baltijas un visas Eiropas kontekstā.
