Notikumi Sīrijā, Jemenā, kā arī mums tuvākās vietās – Ukrainā, Francijā, Vācijā un Dienvideiropā – pievērsuši pasaules uzmanību visa gada garumā. Nav šaubu, ka šie procesi ir saglabājami Latvijas ārpolitikas uzmanības centrā arī 2016.gadā. Pieaugoša drošības apdraudējuma apstākļos un Eiropas Savienības vājās spējas kontrolēt savas ārējās robežas rezultātā mēs arvien asāk esam saskārušies ar nekontrolētu migrācijas plūsmu. Mums jāatzīst, ka šīs plūsmas izraisītās sekas ir radījušas eksistenciālus draudus mūsu vērtību sistēmai un prasa ātru, vienotu un efektīvu rīcību. Tāpēc vēlos izcelt tos pozitīvos soļus, kas tika sperti 2015.gadā, lai sniegtu ilgtermiņa ieguldījumu konfliktu un nestabilitātes novēršanā. Tika panākta vienošanās par ANO Ilgtspējīgas attīstības dienaskārtību līdz 2030.gadam, tika panākta arī vienošanās par klimata pārmaiņu novēršanu, parakstot līdz šim ambiciozāko starptautisko vienošanos vides jomā. Tas ir īpaši atzīmējams, jo jāapzinās, ka klimata pārmaiņu sekas var kļūt par ieganstu konfliktiem nākotnē. Kā Latvijas delegācijas Starpparlamentu Savienībā vadītājs vēlos atzīmēt šīs pasaules valstu parlamentus pārstāvošās organizācijas ieguldījumu šo lēmumu sekmēšanā. Tikpat svarīga, cik abu lēmumu sagatavošana, būs arī klimata vienošanos pavadošā parlamentārā rīcības plāna izskatīšana šī gada martā paredzētajā Starpparlamentu Savienības 134.asamblejā, kas norāda uz pasaules parlamentāriešu interesi šo jautājumu risināt. Vēl vienu parlamentārās diplomātijas paraugstundu pagājušajā gadā Starpparlamentu Savienība nodemonstrēja, organizējot pasaules parlamentu priekšsēdētāju ceturto sanāksmi. Tās ietvaros tika pieņemta ambicioza un uz nākotni vērsta deklarācija, formulējot parlamentāriešu redzējumu par demokrātiju, ilgtspējīgu attīstību un sadarbību starp valstīm. Mūsu spēja veikt Eiropas Savienības Padomes prezidējošās valsts uzdevumus, iemaņas kompromisu meklēšanā un līdzdalība pasaules mēroga lēmumu pieņemšanā visos valsts pārvaldes līmeņos apliecina mūsu valsts briedumu. Tas ir apstiprinājums tam, ka esam līdzvērtīgi partneri un spējam veiksmīgi vadīt starptautiskus procesus. Godātie kolēģi! Cienījamās kolēģes! Lai Latvija efektīvi sasniegtu savus mērķus, Latvijai ir arvien aktīvāk jāiesaistās pasaulē notiekošajos procesos. Tuvojoties Latvijas simtgadei, mums ir ļoti skaidri jādemonstrē, kāds ir Latvijas un mūsu tautiešu devums pasaulei. Manuprāt, mēs nedrīkstam sevi izolēt ar nepārtrauktiem protestiem un iebildumiem. Bet nedrīkstam kļūt arī par klusējošiem līdzskrējējiem, kas atskaņo atbalstošas frāzes, kuras ir politiski korektas, taču nerisina problēmas pēc būtības. Latvijai ir jāspēj formulēt savus priekšlikumus kompromisu veidošanā. Šāda pieredze mums ir iegūta, vadot Eiropas Savienības Padomi. Būtu loģiski, ja mēs šīs iemaņas izmantotu arī turpmāk. Šobrīd aktīvākais drauds stabilitātei pasaulē un Eiropā ir pilsoņu karš Sīrijā, kā arī attiecību saasinājums starp Irānu un Saūda Arābiju, kas izpaužas kā konflikts Jemenā. Abos gadījumos tas ir strīds starp sunnītiem un šiītiem, kura saknes meklējamas interpretācijā par pravieša Muhameda pēctecību. Man ir šaubas par iespējām atrast šī konflikta risinājumu sekulāri politiskā ceļā. Taču vēl satraucošāks ir apstāklis, ka “politiska risinājuma” meklējumu laikā katra lielvara sniedz atbalstu sev tuvākai konflikta pusei. Tas, manuprāt, palielina militāras eskalācijas riskus. Skaidrs piemērs šādai eskalācijai bija Turcijas, mūsu, NATO, sabiedrotās, rīcība, notriecot Krievijas Gaisa spēku lidmašīnu. Manuprāt, efektīvāka par pusmilitāru spēku apmācību un apgādi ar ieročiem būtu diplomātisku sarunu sekmēšana starp abām pusēm. Pretēji pašreizējai iesaistīšanās politikai ir nepieciešams domāt par ierobežojošu pasākumu īstenošanu pret visām konfliktā iesaistītajām pusēm, lai konfliktu ierobežotu. Nedrīkst atļaut tam pāraugt plašākā konfrontācijā starp pasaules lielvarām. Būtu naivi domāt, ka šāds konflikts atstātu mūs neskartus. Jāapzinās, ka, šim konfliktam attīstoties, mums būs jāsaskaras ar arvien plašāku nekontrolētu migrācijas plūsmu. Tāpēc mani tiešām pārsteidz, ka ārpolitikas ziņojumā nav detalizēti un izvērsti analizēti Eiropas Savienības dienvidu robežu trūkumi, kā arī nav piedāvāti risinājumi Eiropas Savienības īstenotās patvēruma un migrācijas politikas un tās ietvaros izveidotās Dublinas sistēmas nepilnībām. Nespēja vai nevēlēšanās risināt šos jautājumus kopīgi, Eiropas līmenī, radīs spiedienu meklēt nacionālus risinājumus, to skaitā – robežkontroles atjaunošanu. Tas, manuprāt, ir nepieļaujami, jo tas nozīmētu vienotā tirgus un ekonomiskās un monetārās savienības norietu. Tas būtu krahs daudziem mūsu uzņēmējiem un pilsoņiem. Es gribētu dzirdēt skaidru viedokli par kopēja Eiropas Savienības robežsardzes dienesta izveidi, lai stiprinātu kontroli uz Eiropas Savienības ārējām robežām. Es gribētu dzirdēt skaidru viedokli par patvēruma meklētāju pastāvīgu pārdali uz vērtēšanas centriem, lai novērstu nekontrolētu migrēšanu Eiropas Savienības ietvaros. Godātie kolēģi! Cienījamās kolēģes! Mums ir jāspēj nodrošināt, ka katrs patvēruma meklētājs tiek detalizēti pārbaudīts. Mums ir jāspēj skaidri demonstrēt, ka ekonomiskie migranti tiek izraidīti. Mums ir jāspēj nošķirt bēgli no terorista. Tas nenozīmē patvēruma meklētāja pasludināšanu par persona non grata, bet par persona suspecta gan. Pilnībā atbalstot humānisma vērtības, mums ir jāatceras arī savs pienākums rūpēties par Latvijas iedzīvotāju ekonomisko, sociālo un fizisko drošību. Nepieciešams rosināt veikt izmaiņas starptautisko tiesību normās par bēgļiem, atrunājot to izraidīšanu situācijās, kad patvēruma statusa baudītājs ir pārkāpis uzņemošās valsts likumus. Diskusijas par šāda veida izmaiņām mūsu nacionālajā Patvēruma likumā tika aizsāktas šī gada pirmajā Saeimas sēdē, un tās būtu jāturpina arī starptautiski. Kolēģi un kolēģes! Nobeigumā es vēlos izteikt pateicību ārlietu dienestam par darbu Eiropai un pasaulei nozīmīgajā 2015.gadā. Izceļama un uzslavas pelnoša ir Latvijas veiksmīgā prezidentūra Eiropas Savienības Padomē.
