Mūsu mazajā valstī, kur ik gadu 26 miljoni eiro tiek iztērēti smēķēšanas izraisīto slimību ārstēšanai un 2,5 miljardi eiro tiek izkaisīti vējā līdz ar priekšlaicīgi mirušo iedzīvotāju pelniem, valstī, kur trešdaļa pieaugušo smēķē, valstī, kur pagājušajā gadā 15 procenti no mirušajiem iedzīvotājiem nomira smēķēšanas izraisītu slimību dēļ, Veselības ministrijas izstrādātais likumprojekts, par kuru ir atvērtas diskusijas Saeimā, ir absolūti galējs Veselības ministrijas kompromiss. Eiropas Savienības direktīva, kuras prasības tiek pārņemtas šajā likumprojektā, ir uzvaras gājiens Eiropas Savienībā; tas mums dod iespēju realizēt patiešām būtiskas izmaiņas nacionālajā likumdošanā un tādējādi aizsargāt arī mūsu iedzīvotāju veselību. Bet mums jāturpina attīstīt arī savus smēķēšanas ierobežošanas mehānismus tajās pozīcijās, kur Eiropas Savienība to neregulē. Likumprojekta izskatīšanas gaitā mēs, Veselības ministrija, bijām spiesti atteikties no pilnīga smēķēšanas aizlieguma gan darba vietu iekštelpās, gan āra kafejnīcās, kā arī no regulējuma, kas palīdzētu novērst uz jauniešiem vērsto netiešo reklāmu. Ja mēs redzēsim milzu pretsparu arī šim kompromisam, kas tiek piedāvāts Saeimā, mēs iesim uz priekšu nevis maziem solīšiem, bet nāksim klajā ar radikālākiem priekšlikumiem. Kolēģi! Es lieku uz jums - katru no jums! - cerības, ka turpmākajās diskusijās jūs stāvēsiet sabiedrības veselības sardzē un atcerēsieties, ka vesels, darbspējīgs cilvēks ir Latvijas Nacionālā attīstības plāna 2014.-2020.gadam un ekonomiskā izrāviena kodols. Es stingri aicinu likumprojekta pieņemšanas procesā ievērot starptautiskās saistības, to skaitā arī tās, kas izriet no 2005.gadā ratificētās Pasaules Veselības organizācijas Vispārējās konvencijas par tabakas uzraudzību, it īpaši no tās 5.3 panta, kas paredz, ka, nosakot un ieviešot sabiedrības veselības politikas nostādnes tabakas uzraudzības jomā, valstis darbojas ar mērķi šo politiku aizsargāt no komerciālām un cita veida likumīgām tabakas industrijas interesēm. Un es aicinu nekāpties atpakaļ, jo sabiedrība ne tikai to prasa, bet arī atbalsta to: smēķētāju skaits jauniešu vidū Latvijā samazinās. Tāpēc mums ir jāiet uz priekšu, lai mazinātu industrijas peļņu, kas gūta uz mūsu cilvēku dzīvības un valsts budžetam radīto zaudējumu rēķina. Un noslēgumā es aicinu cienījamos kolēģus no Saeimas... tos, kas smēķē, aicinu šo netikumu atmest. Atmest var jebkurā vecumā, un jebkurā vecumā smēķēšanas atmešana pagarina dzīvildzi. Paldies.
