Vēlos atgādināt, ka īpašuma piespiedu atsavināšana ir pieļaujama, ja tā notiek sabiedrības vajadzībām, uz atsevišķa likuma pamata un izņēmuma gadījumā. Šajā gadījumā šīs sabiedrības vajadzības ir Austrumu maģistrāles posma no Ieriķu ielas līdz Vietalvas ielai izbūves nodrošināšana. Runājot par izņēmuma gadījumu, vēlos norādīt, ka Juridiskā komisija konstatēja to, ka minētā īpašuma īpašnieki kopš 2011.gada, kad Rīgas pilsētas pašvaldībā ir uzsākta šī atsavināšanas procedūra, faktiski nav reaģējuši uz nosūtītajām vēstulēm un nekādā veidā nav centušies vienoties ar Rīgas domi par šī īpašuma atsavināšanu uz brīvprātības principiem. Tāpat jānorāda, ka Juridiskā komisija sākotnēji atlika savu sēdi tā iemesla dēļ, ka īpašnieki uz to neieradās. Taču nākamajā sēdē mēs atkārtoti skatījām šo likumprojektu, iepriekš īpašniekus brīdinot par to, ka komisija izskatīs šo likumprojektu arī īpašnieku neierašanās gadījumā. Arī šajā reizē īpašnieki neizrādīja nekādu interesi par šo likumprojektu kā tādu un tā tālāko virzību. Komisija uzklausīja Rīgas domes pārstāvjus, Vides aizsardzības un reģionālās attīstības ministrijas pārstāvjus un nolēma atbalstīt likumprojektu pirmajam lasījumam. Komisijas vārdā lūgums likumprojektu atbalstīt.".
