Ministru prezidente Laimdota Straujuma sāka un pabeidza savu uzrunu par nacionālo drošību ar barikāžu 25.gadadienas pieminēšanu, godinot to cilvēku drosmi un pašaizliedzību, kuri toreiz aizstāvēja mūsu neatkarību barikādēs. Saeimas Sociālo un darba lietu komisijas paspārnē gada laikā ir strādājusi darba grupa, kas pēc 1991.gada barikāžu dalībnieku Mārupes biedrības ieteikuma ir izstrādājusi likumprojektu “Par 1991.gada barikāžu dalībnieka statusu”. Mēs esam to prezentējuši Sociālo un darba lietu komisijas sēdē. Darba grupā piedalījās ļoti daudzu to mūsu sabiedrisko organizāciju pārstāvji, kuras apvieno barikāžu veterānus. Darba grupā mēs uzklausījām ministriju ieinteresētos pārstāvjus, nenoliegdami Saeimas tiesības pieņemt šādu likumprojektu. Ministriju pārstāvji uzsvēra, ka pie šā likumprojekta būtu vēl jāstrādā, būtu jānoskaidro, kāda tad būs fiskālā ietekme un kas tālāk būs paredzams. Bet mēs uzskatām un tā uzskatīja visi Saeimas Sociālo un darba lietu komisijas deputāti, balsojot un atbalstot šī likumprojekta nodošanu Saeimas Prezidijam, ka tas izskatāms šajā Saeimas sēdē. Un šis likumprojekts šodien, kad mēs atzīmējam barikāžu 25.gadadienu, šo fenomenu, kas stabili nostājas blakus strēlnieku epopejai 1919.gadā un brīvības cīņām, ir par cilvēkiem, kuri pašaizliedzīgi bija gatavi upurēt Latvijas neatkarības vārdā dārgāko, kas viņiem ir, - dzīvību. Likumprojekts paredz dalībnieku godināšanu, pasniedzot viņiem gan barikāžu dalībnieka piemiņas zīmi, apliecību, gan, es teiktu, minimālas sociālās drošības druskas, kuras paredz iespēju pensionēties vienu vai divus gadus agrāk un palielināt neapliekamo pensijas minimumu līdz 280 eiro barikāžu dalībniekiem, kā arī iespējas saņemt 50 procentu atlaides sabiedriskajā transportā. Mēs arī runājām par to, ka būtu nepieciešams atbrīvot barikāžu dalībniekus no pacientu iemaksām, tādā veidā uzlabojot pieeju veselības aprūpes pakalpojumiem. Likumprojektā teikts, ka pašvaldībām budžeta ietvaros brīvprātīgi būtu jāatbalsta barikāžu dalībnieki, piešķirot nekustamā īpašuma nodokļa atlaides, kā arī citu nodevu un pašvaldības maksājumu atlaides. Cienījamie kolēģi! Šis likumprojekts attiecas ne tikai uz mūsu veterāniem vien - cilvēkiem, kuri jau ir solīdā vecumā. Tas ir pašreizējā ģeopolitiskajā situācijā ārkārtīgi svarīgs arī mūsu jaunajai paaudzei, lai viņi redz, ka valsts atceras, valsts rūpējas, valsts godina savus aizstāvjus. Mums ir jāatsakās no daudziem mītiem, ar kuriem apaugusi šī problēma. Galvenais no tiem - vai ir iespējams saskaitīt barikāžu dalībniekus? Ir iespējams. Pēdējo 20 gadu laikā, rekomendējot cilvēkus apbalvot ar barikāžu dalībnieka piemiņas zīmi un piešķirot to, mēs esam ieguvuši 32 tūkstošus barikāžu aizstāvju. Pēc piemiņas zīmes pasniegšanas izbeigšanas 1991.gada barikāžu dalībnieka piemiņas zīmes valde turpina pasniegt pateicības rakstus. Tie pasniegti vēl tūkstotim. Tātad tie būtu 33 tūkstoši cilvēku. Varbūt vēl tūkstotis nāks klāt pašreiz - līdz šī likuma spēkā stāšanās brīdim. Aptuveni trešās daļas vairs nav mūsu vidū, trešā daļa vēl nav sasniegusi pensijas vecumu. Tā ka mēs runājam par pavisam nelielu skaitu cilvēku. Pieņemsim šo likumprojektu, barikāžu 25.gadadienā pasniegsim šo dāvanu mūsu varonīgajiem barikāžu aizstāvjiem!".
