Es gribētu pieskarties tieši robežas jautājumam, mūsu robežas drošības jautājumam, nedaudz mēģinot paskaidrot, kāda ir situācija, kāpēc kas netika darīts un kas ir izdarīts, un ko mēs plānojam darīt. Ja mēs runājam par ziemu, tad jāteic, ka tā ir tīri dabisks šķērslis šīm migrācijas plūsmām ne tikai Latvijā, bet arī kopumā Eiropas Savienībā. Protams, dabai nebūtu jābūt tai, kas atturētu tās un nodrošinātu mūsu robežu drošību. Bet, ja mēs runājam par to, kāpēc agrāk tas nebija izdarīts, tad es gribētu uzsvērt, ka tikai pagājušajā gadā pirmo reizi, veidojot šā gada budžetu, iekšējā drošība tika nosaukta kā viena no prioritātēm. Diemžēl bez finansējuma nekāda robežas iekārtošana nevar notikt. Ja mēs salīdzinām ar Igaunijas kolēģiem, tad... Vēl vakar, kad mēs tikāmies Baltijas iekšlietu ministru formātā, vēlreiz attiecīgi pārrunājot robežas drošību, Igaunijas kolēģis uzsvēra, ka Igaunija trijos gados investējusi robežā 75 miljonus eiro (un Igaunijas robeža, salīdzinot ar mūsu austrumu zaļo robežu, ir krietni īsāka). Tas ir jautājums nākamajai valdībai: vai mēs arī spēsim to izdarīt un atbilstoši ierīkot...? Ir skaidri zināms tas, ka pašlaik kapacitāte nav pietiekama. Taču jau pagājušajā gadā valdība ir piešķīrusi finansējumu, un ir uzsākts darbs pie austrumu robežas ierīkošanas tieši starp Krieviju un Latviju, un šis darbs arī turpināsies. Attiecīgi arī vidējā termiņa budžetā ir piešķirts papildu finansējums. Man ir jāsaka paldies, ka iekšlietu nozare bija otrā nozare pēc aizsardzības nozares, kurai tika palielināts finansējums. Bet mēs labi zinām arī to, ka ir jāvadās no fiskālās disciplīnas un mūsu budžeta iespējas ir tādas, kādas tās ir. Jebkurā gadījumā šis darbs ir uzsākts, un es ļoti ceru, ka tas tiks turpināts nākamajā valdībā, kura nodrošinās to, lai šī robeža tiktu ierīkota. Tas, manuprāt, ir ļoti būtiski, lai mēs varētu nodrošināt robežas aizsardzību. Es gan negribētu piekrist, ka pāri robežai brīvi staigā turpu šurpu, tas gan nebūtu, manuprāt, atbilstošs novērtējums Valsts robežsardzes darbam. Aizturēto personu skaits liecina par to, ka šī kustība un migrācijas plūsmas tiešām ir ļoti mainīgas. Mēs redzam: tiešām, pagājušajā gadā šie rādītāji krietni pieauguši, jo mūsu robežsardze nodrošinājusi aizturēšanu. Sadarbībā ar Aizsardzības ministriju ir izstrādāts konceptuālais ziņojums, kas valdībā ir atbalstīts, un tur ir paredzēti ļoti konkrēti pasākumi un atbilstošs finansējums. Līdz ar to es vēlreiz gribu uzsvērt, ka bez finansējuma nekāda mūsdienu un šodienas situācijai atbilstošas robežas ierīkošana nevarētu būt. Vēl nedaudz pieskaroties Latvijas saistībām šo personu pārvietošanas sakarā, jāatzīst, ka tā situācija, kāda bija pagājušā gada sākumā, ir pilnīgi atšķirīga no tās, kāda ir šodien. Zināmā mērā Latvija ir solidāri un - es vēlreiz gribu uzsvērt! - brīvprātīgi iesaistījusies šajos sākotnējos pārvietošanas pasākumos. Kā mēs zinām, tad bija mēģinājums ieviest obligātas kvotas. Latvija vienmēr pret to ir iebildusi un, manuprāt, iebildīs arī turpmāk. Es ceru, ka arī nākamajā valdībā šis kurss nemainīsies. Taču es gribu uzsvērt to, ka Latvijas situāciju pilnīgi noteikti nevar salīdzināt ne ar Vācijas situāciju, ne ar Zviedrijas situāciju. Mums pašlaik ir pietiekams resurss, lai mēs tiktu galā ar šādiem izaicinājumiem. Neskatoties uz to, ka līdz šodienai mēs neesam pārvietojuši nevienu personu šī patvēruma projekta ietvaros, pagājušogad mēs esam izskatījuši vairāk nekā 300 patvēruma pieteikumu no dažādām valstīm, un līdz šim nekādi incidenti un nekādas problēmas nav bijušas.
