Proti, mēs šobrīd runājam par Psihologu sertifikācijas padomi, par to, kā šī padome tiktu izveidota. Un, pirms es sāku par to runāt, es gribu norādīt, ka Psihologu sertifikācijas padome ir tā institūcija, kura lemj par visiem ar psihologu turpmāko darbību saistītiem jautājumiem, to skaitā par sertifikāta izsniegšanu, supervizora tiesību piešķiršanu, sertifikāta apturēšanu un sertifikāta anulēšanu. Tātad faktiski tā lems par visu psihologu likteņiem mūsu valstī. Šobrīd ir paredzēts, un komisija mums piedāvā atbalstīt to, ka šo Psihologu sertifikācijas padomi veido piecu valsts institūciju pārstāvji, turklāt likumprojekts neprecizē, kas ieceļ šos institūciju pārstāvjus, kā viņus ieceļ, vai ir kādi šo institūciju pārstāvju pieredzes, izglītības, darbības kritēriji; vai viņiem vispār ir jābūt kaut kādā veidā saistītiem ar psiholoģiju un vai valsts pārvaldē vispār ir pieci cilvēki, kas ir ieguvuši, teiksim, psihologa izglītību un būtu gatavi par to spriest un vērtēt. Papildus šiem pieciem nezināmajiem valsts institūciju pārstāvjiem tiek piedāvāts šajā padomē iekļaut divus pārstāvjus no Latvijas Psihologu apvienības un divus pārstāvjus no Latvijas Psihologu asociāciju federācijas. Tie, kas ir vairāk iedziļinājušies šajā procesā, zina, ka šīs ir divas psihologus apvienojošas organizācijas (droši vien lielākās; pieļauju, ticu, ka komisija to ir izpētījusi), kuru viedokļi radikāli atšķīrās likumprojekta izstrādes sākumposmā; saprotu, ka komisijas rūpīga darba rezultātā tie šobrīd ir tuvinājušies. Taču es gribu atgādināt Saeimai, ka 2012.gadā toreizējais Valsts prezidents Andris Bērziņš, nododams otrreizējai caurlūkošanai vienu konkrētu likumprojektu (“Grozījumi Latvijas Republikas valsts drošības likumā”), norādīja, ka pārvaldes uzdevumu deleģēšana konkrētiem likumā nosauktiem tiesību subjektiem, proti, konkrētām apvienībām un federācijām, ir izņēmums, nevis pamatprincips. Un šāds secinājums, kā norādīja Valsts prezidents toreiz savā vēstulē, it īpaši attiecas uz gadījumiem, kuros pastāv kaut vismazākā iespēja izvēlēties citu risinājumu. Kolēģi! Ar šo priekšlikumu es gribu piedāvāt šo iespēju - izvēlēties citu risinājumu. Proti, kolēģu Brīvera un Kleinbergas priekšlikums paredz veidot Psihologu sertifikācijas padomi - līdzīgi, kā ir veidotas uzraudzības organizācijas citām... juridiskajām profesijām, piemēram... nu, nevis citām juridiskajām, bet citām brīvajām profesijām... Jā, es atzīšos - šis paraugs ir ņemts no juridiskajām profesijām - no zvērinātiem notāriem. Proti, šo padomi - Psihologu sertifikācijas padomi - ievēlētu visu psihologu kopsapulce uz septiņiem gadiem. Tās sastāvā būtu kopumā deviņi locekļi, un psihologu kopsapulcē tiktu ievēlēti astoņi no tiem. Vienu ieceltu Izglītības un zinātnes ministrija, kurai ir uzdevums vest šo reģistru, kā arī citādi palīdzēt un atbalstīt Psihologu sertifikācijas padomes darbu. Tātad viens cilvēks nebūtu vēlēts, bet visi pārējie būtu vēlēti psihologu kopsapulcē, un viņus pēc septiņiem gadiem varētu pārvēlēt paši psihologi savas profesijas ietvaros. Lūdzu, kolēģi, izmantojiet šo vismazāko iespēju un izvēlieties citu risinājumu, pirmkārt, nenosaucot konkrētas organizācijas un, otrkārt, ļaujot psihologiem tomēr no sava vidus izvēlēties tos cilvēkus, kuri viņu sertifikācijas procesu - un ne tikai sertifikācijas procesu! - uzraudzīs un pārraudzīs.
