Šos grozījumus izstrādāja grupa deputātu no dažādām partijām, un šie grozījumi paredz, ka tiesības vēlēt domi piešķiramas cilvēkiem, kuri attiecīgās pašvaldības teritorijā nostrādājuši pēdējos četrus mēnešus. Mūsu frakcija noskaņota pret šo iniciatīvu ļoti negatīvi un skeptiski. Kāpēc? Vietējā pašvaldība nepārprotami ir noteiktā teritorijā dzīvojošo pilsoņu vietējā vara, kas darbojas šajā teritorijā un strādā vietējo iedzīvotāju interesēs. Vietējā pašvaldība ir uzskatāma par demokrātiskās iekārtas pamatu. Tā ir vara, kuru savu interešu labā ievēlē vietējo iedzīvotāju kopums, kas pastāvīgi uzturas šajā teritorijā un pārzina konkrētas pašvaldības problēmas. Līdz ar to pašlaik Republikas pilsētas domes un novada domes vēlēšanu likums spēkā esošajā redakcijā nodrošina iespēju vēlēt attiecīgu domi tiem vēlētājiem, kuri ir saistīti ar attiecīgo pašvaldību, deklarējuši tajā savu dzīvesvietu vai viņiem tās teritorijā pieder nekustamais īpašums. Tātad šie vēlētāji maksā pašvaldībai gan iedzīvotāju ienākuma nodokli, gan nekustamā īpašuma nodokli, tādējādi piedaloties pašvaldības budžeta veidošanā un dodot iespēju pašvaldībai attīstīties, un tieši šiem vēlētājiem ir tiesības izvēlēties, kurš saimniekos pašvaldībā un izmantos viņu maksātos nodokļus. Bet, piešķirot tiesības vēlēt pašvaldību domi cilvēkiem, kuri attiecīgās pašvaldības teritorijā nostrādājuši vismaz pēdējos četrus mēnešus, kā to ļoti vēlas likumprojekta autori un viens no iepriekšējiem runātājiem, minētais princips tiks vienkārši sagrauts, jo domi tad vēlētu iedzīvotāji, kuri nepiedalās pašvaldības budžeta veidošanā. Vienlaikus jānorāda uz vēl vienu būtisku problēmu. Likumprojekts neparedz risinājumu, kā nepieļaut, lai šādi vēlētāji nenobalsotu divas reizes, jo vēlēšanas tiek organizētas, balstoties uz vēlētāju reģistru, kas veidots atbilstoši vēlētāju deklarētajai dzīvesvietai. Līdz ar to frakcija SASKAŅA šodien balsoja “pret” šo revolucionāro pavērsienu. Tomēr ar balsu vairākumu likumprojekts tika nodots izskatīšanai Saeimas komisijām.
