• 2015_12_17_337-seq929 spokenText "Labdien, cienījamie radioklausītāji! Šodien tika izskatīti vairāki būtiski likumprojekti, bet es pievērsīšos diviem. Pirmais ir likumprojekts “Patvēruma likums”. Vēlos atzīmēt izmaiņas, kuras tas paredz. Tagad Ministru kabinets viens pats vairs nelems par patvēruma meklētāju uzņemšanu Latvijā, un šī ļoti jutīgā bēgļu joma tagad pilnībā ir nodota Saeimai. Faktiski turpmāk Ministru kabinets, tikai pamatojoties uz Saeimas lēmumu, varēs apstiprināt kaut kādu papildu bēgļu uzņemšanu Latvijā. Kā mēs zinām, tas ir pareizais ceļš, jo līdz šim tika pārmests, ka deputāti nav iesaistīti, sabiedrība nav iesaistīta šāda svarīga lēmuma pieņemšanā. Un sabiedrības noskaņojums attiecībā uz patvēruma meklētājiem mums visiem ir ļoti labi zināms. Otrs likumprojekts, ko es vēlos izcelt, – “Grozījumi Elektronisko plašsaziņas līdzekļu likumā”. Šie likuma grozījumi ir pievērsuši milzīgu visas sabiedrības uzmanību. Un jāteic, ka pašlaik publiskajā telpā izskan ļoti daudz maldu un nepatiesu apgalvojumu. Ja iedziļinās un izprot, kālab šie grozījumi ir nepieciešami, tad var saprast, ka te ir runa par informatīvās telpas drošību. Protams, šis jautājums ir ļoti cieši saistīts arī ar latviešu valodas lietošanu, plašāku tās lietošanu sabiedrībā. Konkrētā redakcija nāks par labu Latvijas iedzīvotājiem, īstenojot informatīvās telpas aizsardzību. Jāatgādina, ka šā likumprojekta tapšanas vēsture sākās jau pagājušajā gadā, kad Saeimā tika apstiprināta redakcija, kuru virzīja Nacionālās drošības komisijas vadītājs, un toreiz tika rakstīts, ka likumprojekts ir izstrādāts, lai sekmētu latviešu valodas kā Latvijas valsts valodas konstitucionālo funkciju īstenošanu pilnā apjomā. Tika norādīts arī otrs likumprojekta mērķis – sekmēt to, lai latviešu valoda kalpotu par visas Latvijas iedzīvotāju kopējo savstarpējās saziņas valodu. Diemžēl ir sanācis tā, ka šie mērķi nav sasniegti. Pēdējā gada laikā vēl jo vairāk ir radīti apstākļi (balstoties uz it kā esošo likumu) un izsniegtas jaunas apraides atļaujas, kas ļauj raidīt krievu valodā. Tātad faktiski Nacionālā elektronisko plašsaziņas līdzekļu padome neseko likuma mērķim un likuma garam un nesekmē latviešu valodas konstitucionālo funkciju īstenošanu pilnā apjomā. Un tādēļ arī šajos grozījumos faktiski nav runa par latviešu valodu, bet gan par informatīvo telpu. Un attiecībā uz informatīvo telpu mūsu deputāti – gan Saeimas Nacionālās drošības komisijas deputāti, gan arī citi – norāda, ka ir ļoti svarīgi stiprināt krievu medijus un krievu valodā runājošos nodrošināt ar objektīvu informāciju. Un šajā sakarā es vēlos izcelt Nacionālās elektronisko plašsaziņas līdzekļu padomes šogad diskusijā secināto. Tur ir uzsvērts, ka ļoti svarīga ir Igaunijas pieredze, izveidojot jaunu kanālu krievu valodā sabiedriskajā medijā. Un tas liecina, ka šis ir pats efektīvākais ceļš, lai uzrunātu krievvalodīgos, kuri dzīvo citas valsts informatīvajā telpā. Tajā pašā pētījumā NEPLP secina: “Šādi netiek samazināta latviešu valodas lietojamības telpa, bet – tieši pretēji! – mūsu valsts cilvēkiem tiek piedāvāts aktuāls un daudzpusīgs saturs, kas tapis Eiropas valstij raksturīgā žurnālistikas kvalitātē.” Tas viss ir rakstīts attiecīgās mūsu valsts institūcijas mājaslapā. Un es vēlos vēlreiz uzsvērt, ka šeit ir runa par to, lai mēs atbalstītu visus Latvijas iedzīvotājus; lai Latvijas iedzīvotājiem mēs nodrošinātu objektīvu informāciju; lai mēs uzrunātu Latvijas krievvalodīgos, kuri dzīvo citā informatīvajā telpā; lai mēs tajā pašā laikā nemazinātu latviešu valodas lietojamību, bet – tieši pretēji! – mūsu valsts iedzīvotājiem piedāvātu aktuālu, daudzpusīgu un objektīvu saturu medijos. Noslēgumā es teikšu, ka vienprātībā, kādai vajadzētu būt šādos būtiskos jautājumos (bet diemžēl šeit nebija vienprātības), mums tomēr vajadzētu sagaidīt Ziemassvētku laiku. Un tādēļ es novēlu gaišus Ziemassvētkus, visu to labāko Jaunajā gadā un priecīgi sagaidīt Jauno gadu! Paldies.".
