Un, pētot šo jautājumu, es neredzu juridiskus šķēršļus tirgus atvēršanai jau tagad, īpaši ņemot vērā Eiropas Komisijas viedokli, ka derogācija attiecībā uz tirgus atvēršanu ir beigusies. Līdz šim es neesmu dzirdējis pārliecinošu pamatojumu, kādēļ, virzot likumprojektu, Ekonomikas ministrija ir izslēgusi līdz šim spēkā esošo regulējumu, kas noteic, ka gāzes tirgus atvēršana jāveic līdz 2017.gada 3.aprīlim vai pat agrāk, ja iestājas apstākļi, kad mums ir reāli savienojumi ar alternatīvajām gāzes piegādēm. Faktiski tādi jau ir šobrīd. Spilgts piemērs ir “Latvenergo”, kas vēlējās iegādāties gāzi no Lietuvas. Un tomēr “Latvijas Gāze” šo ieceri ir nobloķējusi, tiesā apstrīdot regulatora noteikumus. Jā, un par tiesvedību. Es vēlētos dzirdēt arī analīzi par šādu izmaiņu ietekmi uz tiesvedības procesu, kas šobrīd ir starp “Latvijas Gāzi” un regulatoru, proti, valsti. Pamatjautājums faktiski ir šāds: kādēļ ir jāpasliktina Latvijas valsts pozīcija šobrīd spēkā esošā regulējuma kontekstā? Lolitas Čigānes priekšlikums faktiski atgriež atpakaļ status quo, citiem vārdiem sakot, neļauj izslēgt jau esošo regulējumu, kas paredz gāzes tirgus atvēršanu jau šobrīd. Ekonomikas ministrija norādīja, ka šādu grozījumu pieņemšana radīs tiesību normu kolīziju, tomēr varbūt ir kāda iespēja rast juridiski korektu risinājumu un gāzes tirgu atvērt ātrāk - tieši tā, kā tas ir vēl spēkā esošajā redakcijā.".
