Par šo priekšlikumu, kuru es iesniedzu, un arī pārējiem priekšlikumiem - 1., 2., 4. un 5. -, kas atrodami tabulā, tātad ir atzinums, ka tie nav izskatāmi saskaņā ar Kārtības rulli. (Starpsauciens: “Pareizi!”) Šie priekšlikumi nav izskatāmi nevis tādēļ, ka es kaut kādā veidā pārkāpu Kārtības ruļļa prasības, iesniedzot šos priekšlikumus, bet gan tādēļ, ka mēs skatām Valsts prezidenta atgriezto likumu un Valsts prezidents šajā likumā ir izteicies par konkrētiem priekšlikumiem, bet mani iesniegtie priekšlikumi ir plašāki. Tātad par šo likumu Valsts prezidents izteicās, ka, viņaprāt, Saeima trešajā lasījumā sasteigti, neizdiskutējot un neņemot vērā daudzus apsvērumus, atbalstīja deputāta Armanda Krauzes iesniegtos priekšlikumus, kas paredzēja iespēju, ka tām radiostacijām, kurām sākotnēji bija plānots no 2016.gada 1.janvāra pāriet uz raidīšanu tikai latviešu valodā, būs iespējas izvēlēties, kurā valodā darboties, un šādu iespēju nodrošināja Saeima, atbalstot šo likumu trešajā lasījumā. Par to ir daudz diskutēts. Valsts prezidents uzskatīja, kā jau es sacīju, ka tas nebija labs likumdošanas process, un šis likums ir atdots otrreizējai caurlūkošanai. Attiecībā uz to, vai jūs, kolēģi, piekrītat Krauzes kunga piedāvātajam un Saeimas atbalstītajam regulējumam vai piekrītat prezidentam, jums būs iespējas izteikties vēlāk. Bet tagad es gribu pavisam īsi pateikt savu priekšlikumu būtību. Manu priekšlikumu būtība ir tieši saistīta ar lēmumu, ko mēs šeit jau pieņēmām: respektīvi, mēs atzinām, ka gan 2014.gada grozījumi, gan arī 2015.gada grozījumi Elektronisko plašsaziņas līdzekļu likumā, iespējams, nebija līdz galam pārdomāti un, iespējams, pilnībā nesasniedz galveno mērķi - aizsargāt Latvijas informatīvo telpu no agresīvas propagandas (galvenokārt no Krievijas). Tādēļ mēs esam jau pieņēmuši lēmumu, ka likuma spēkā stāšanās būs pagarināta uz gadu un valodu proporcijas ievērošana attiecīgi būs jānodrošina visā 2016.gadā, un pāreja uz vienu apraides valodu sāksies tikai 2017.gada sākumā. Mans priekšlikums ir vērsts uz to, lai piedāvātu risinājumu esošajai problēmai. Kāda tad ir esošās problēmas būtība? Šobrīd mums ir astoņas raidstacijas, kurām ir pienākums... Apraides atļaujā noteikts, ka tām ir jāievēro raidīšanas valodu proporcija, tātad 50 procentiem satura ir jābūt latviski un 50 procentiem satura ir jābūt... var būt krievu valodā. Taču Nacionālā elektronisko plašsaziņas līdzekļu padome ir konstatējusi, ka šīs radioprogrammas faktiski ir krievu valodā un ka varbūt tikai kaut kad agri no rīta vai vēlu vakarā tiek pieteikts, ka attiecīgā programma būs vai bija latviski. Un tādā veidā šīs raidstacijas var manipulēt ar šo saturu un patiesībā neraidīt latviski gandrīz nemaz vai raidīt pavisam maz. Šī ir konkrēta problēma, un mans priekšlikums piedāvā risinājumu. Valodu proporcija būtu jāievēro katru divu stundu ietvaros, un attiecīgajām raidstacijām būtu jāiesniedz Nacionālajai elektronisko plašsaziņas līdzekļu padomei atskaite par to, kā šī valodu proporcija ir ievērota. Cienījamie kolēģi! Es uzskatu, ka mūsu, Latvijas, krievvalodīgajiem ir ļoti svarīgi dzirdēt latviešu valodu. Ja viņi izvēlas klausīties radio, kur pārsvarā ir, piemēram, mūzika un dziesmas, kas ir krievu valodā, tad tomēr būtu ļoti svarīgi, ka būtu iestarpināti raidījumi - izklaides raidījumi vai informatīvie raidījumi -, kas ir latviešu valodā. Tas uzlabotu šiem cilvēkiem latviešu valodas zināšanas. Tas uzlabotu šo cilvēku piederību latviskajai informatīvajai telpai. Uz to ir vērsts mans priekšlikums. Es šobrīd gribu atsaukt priekšlikumus, kas, kā jau tabulā ir norādīts, nav skatāmi. Tas būtu 1., 2., 4. un 5.priekšlikums. Bet es noteikti aicinu Cilvēktiesību un sabiedrisko lietu komisiju būvēt uz šādas vai līdzīgas idejas savus tālākos priekšlikumus, kuriem būs jāseko, runājot par informatīvās telpas aizsardzības programmu. Kiršteina kungs mums daudz šeit runāja par termiņa pagarinājumu, par muļļāšanos un galu galā sāka jau... aizrunājās līdz lienošam staļinismam. Šādai analīzei es nepiekrītu, tomēr risinājumi ir jāmeklē, un es uzskatu, ka mans risinājums, šajā tabulā iezīmētais, varētu būt virziens, kurā varētu skatīties. Paldies.".
