Sociāli atbildīgas valsts virsprincips nosaka valsts pienākumu rūpēties par sociālo taisnīgumu, kas ietver rūpes par sociālo atšķirību izlīdzināšanu un iespēju vienlīdzību. Latvijā viena no sociāli neaizsargātām grupām ir personas, kuras no Latvijas tika iesauktas vai nosūtītas uz Afganistānu PSRS bruņoto spēku vienību sastāvā laika posmā no 1979.gada decembra līdz 1989.gada martam. Afganistānas karā tika ierauti 3640 Latvijas iedzīvotāji, no tiem 63 cilvēki karā ir krituši un 177 guvuši dažādas pakāpes ievainojumus, kuru dēļ kļuvuši par invalīdiem. Ļoti gribētos cerēt, ka Latvijas iedzīvotāju līdzdalība šajā konfliktā netiks aizmirsta kā “neērta” vēstures lappuse, kura ir pāršķirta un pie kuras neviens vairs nevēlas atgriezties. Ir pagājuši jau 26 gadi kopš šī kara beigām. Šobrīd sociālā un medicīniska palīdzība, kā arī rehabilitācija ir nepieciešama apmēram 3000 Latvijas iedzīvotāju, kuri ir izgājuši šā kara šausmas un ir sociāli neaizsargāti. Tāpēc mūsu frakcija ir sagatavojusi likumprojektu par Afganistānas kara veterānu aizsardzību. Izstrādātais likumprojekts ir vērsts uz esošā sociālā netaisnīguma pārvarēšanu un sociālās aizsardzības pasākumu nodrošināšanu cilvēkiem, kuri bija spiesti piedalīties Afganistānas karā. Likumprojekts paredz, ka Latvijas iedzīvotājiem, kuri karojuši Afganistānā no 1979. līdz 1989.gadam, būtu oficiāli jāpiešķir Afganistānas kara veterāna statuss, kā arī jānodrošina noteikti sociālās aizsardzības pasākumi. Latvija joprojām sūta mūsu NBS karavīrus dalībai NATO operācijā Afganistānā, bet šos karavīrus aizsargā jau citi likumi. Tikmēr aptuveni 3000 cilvēku, kuri padomju laikā pret savu gribu karojuši Afganistānas karā, nesaņem no valsts nekādu atbalstu. Tāpēc likumprojekts paredz, ka Afganistānas kara veterāniem būtu tiesības uz zāļu iegādes izdevumu kompensāciju, viņi būtu atbrīvoti no pacienta iemaksas ārstniecības iestādēs un viņiem būtu tiesības reizi gadā saņemt bezmaksas sociālās rehabilitācijas pakalpojumus.
