Un jūs arī savā runā norādījāt iemeslus, kādēļ jūs esat iesniedzis šo priekšlikumu un kādēļ vajadzētu iekļaut propagandas jautājumu šādā formulējumā. Tomēr šinī gadījumā es gribētu aicināt Saeimu atturēties no šī priekšlikuma atbalstīšanas, jo tas ir neskaidrs. Nav skaidrs, ko tieši jūs gribat ierobežot un ar kādiem līdzekļiem to vispār ir iespējams izdarīt. Jo propaganda galu galā ir informācijas plūsma, kas pie mums nonāk daudzos dažādos veidos un ar daudziem dažādiem līdzekļiem, un galu galā mēs varam nonākt pie situācijas, kurā, lai gan mēs būsim iestrādājuši šādu priekšlikumu, mums faktiski nebūs reālas iespējas ne kontrolēt, ne arī faktiski ieviest šāda veida sankcijas. Tādēļ, Kola kungs, es jūs aicinu... Uz trešo lasījumu vēl būs iespēja plašāk par šo formulējumu diskutēt, izrunāt, kāds veids būtu efektīvs (jo šinī gadījumā jūs vēlaties vērsties pret konkrētiem masu informācijas līdzekļiem, pret konkrētiem informācijas avotiem), un tad arī skatīties, kāds formulējums varētu būt precīzāks, un arī skatīties, cik lietderīga tad būtu tā iekļaušana šajā likumā. Kola kungs! Protams, pret šo kaitīgo - Latvijas valstij kaitīgo! - propagandu, ar ko aktīvi nodarbojas Krievijas Federācijas masu informācijas līdzekļi, ir jācīnās - jācīnās ar daudziem dažādiem līdzekļiem. Protams, ir jāstiprina arī mūsu Nacionālā elektronisko plašsaziņas līdzekļu padome. Mēs pavisam drīz lemsim par vēl viena locekļa iecelšanu šajā padomē, lai šī padome varētu pilnā mērā darboties un strādāt, un cerams, ka to mums izdosies izdarīt un ka tiešām tur mums būs darboties spējīgs kolēģis, kas varēs arī labi izprast jaunos virzienus, kurus jau minētā Mogerīni kundze ir noteikusi savā ārpolitiskās darbības dienestā.
