Lai šo finansējumu piešķirtu, Valsts kasei jāaizņemas nauda starptautiskajos tirgos un tad tālāk tā jāaizdod jeb jāiegulda airBaltic. Saeimas šodienas sēdē tika skatīti arī vairāki citi projekti, kas, manuprāt, ir ievērības cienīgi un sabiedrībai ārkārtīgi svarīgi. Es gribētu akcentēt divus. Viens no tiem ir likumprojekts “Grozījumi Izglītības likumā”. Ir skaidrs, ka bērnudārzu problēma ir bijusi ārkārtīgi aktuāla pēdējos gados, it sevišķi Rīgā, Pierīgā, kur ir vairāk bērnu. Līdz šim bija trīs gadu programma, saskaņā ar kuru valsts daļēji finansēja privātos bērnudārzus, pašvaldībai tādējādi palīdzot risināt šīs problēmas. Trīs gadu laikā tika finansēta iespēja bērniem, kuri netika pašvaldības dārziņā, iet privātā dārziņā. Šī programma beidzās, un radās problēma sakarā ar to, ka vairākas pašvaldības bija jau paspējušas vai nu renovēt esošos bērnudārzus, vai izveidot jaunus, paplašināt telpas. Visasāk tā problēma izpaužas Rīgā, kur tas līdz galam nav noticis. Un tāpēc garu diskusiju rezultātā šobrīd ir panākts tas, ka vecākiem vēl vismaz pusgadu nav jāsatraucas par to, kas notiks ar šo bērnudārzu finansējumu, jo ir piešķirti papildu līdzekļi tam. Un ir noteikts arī tas, ka tajā laikā pašvaldības savos saistošajos noteikumos nosaka kārtību, kādā nodrošina šo noteikto izmaksu segšanu, kā arī paredz nosacījumus lielāka atbalsta apjoma nodrošināšanai... noteikšanai atbilstoši pašvaldības budžeta iespējām. Respektīvi, šobrīd pašvaldībām tiks dots laiks, un tiks izstrādāti līdz 1.februārim Ministru kabineta noteikumi, kas paredzēs metodiku, un es ceru, ka politiķi atrisinās šo problēmu starp pašvaldībām un valsti un ka arī pašvaldības uzņemsies šos pienākumus, un ka bērnu vecākiem nevajadzēs lauzīt galvu par to, kas notiks, – vai privātā dārziņā būs vairāk jāmaksā vai nebūs. Otrs ir likumprojekts “Grozījumi Krimināllikumā”. Par tiem debates nebija lielas, bet arī tie ir ievērības cienīgi grozījumi. Otrajā lasījumā tika atbalstīts Kriminālprocesa likuma grozījums, kas paredz informācijas sniegšanu par iemaksātās drošības naudas izcelsmi. Kāpēc tas ir aktuāli? Jo, kā zināms, “Latvijas dzelzceļa” bijušā vadītāja Magones gadījumā drošības nauda tika iemaksāta, un medijos pacēlās jautājums – no kurienes šī nauda ir dabūta, kāda ir tās izcelsme. Turpmāk būs iespēja šo informāciju noskaidrot. Izglītības un zinātnes ministrijai ārkārtīgi svarīgs likumprojekts, kas šodien tika atbalstīts galīgajā lasījumā un kļuva par likumu, kas stāsies spēkā, ir likumprojekts “Grozījums Publisko iepirkumu likumā”, kurš paredz grozīt šo likumu tādēļ, lai Izglītības un zinātnes ministrijā mums būtu iespējams piesaistīt starptautiskus ekspertus, kas izvērtētu zinātnes projektus. Tas noteikti nāks par labu zinātnei un zinātnes kvalitātei. Un tas ir arī viens no priekšnoteikumiem projektu atlasei divu Eiropas struktūrfondu atbalsta programmu (viena ir praktiskās ievirzes pētījumiem un otra – pēcdoktorantūras pētniecības atbalstam) uzsākšanai. Līdz ar to mēs arī ar šo fondu līdzekļiem varētu sākt reālas darbības. Protams, šodien bija lielas diskusijas par airBaltic, par 80 miljonu piešķiršanu tai. Ir skaidrs, ka pēdējās nedēļās ļoti aktīvi strādāts, lai mēģinātu izslēgt iespējamību iegādāties lidmašīnas Sukhoi, kuras ražo rūpnīca, kas vienlaikus ražo militāro tehniku. Ja mēs tās iegādātos, tad tādā veidā, manuprāt, tiktu atbalstīta šī militārā rūpniecība. Tas nav pieļaujams, un visos līgumos ir iestrādāti punkti par to, ka nedrīkst iegādāties tātad šādas lidmašīnas no valstīm, kuras atrodas sankciju sarakstā. Un jāņem vērā airBaltic ietekme uz ekonomiku. Mūsu ekonomiku ietekmē ne tikai šie aviopārvadājumi un šī peļņa, un nomaksātie nodokļi konkrēti no airBaltic; vienmēr, gan tad, kad dodamies ārvalstu vizītēs, gan arī tad, kad ārvalstu viesi ierodas pie mums vizītēs, mēs lepojamies ar to, ka mums ir tiešie reisi, kas veicina gan tūrismu, gan arī ekonomiskās attiecības un iespēju tālāk attīstīties. Un ir ļoti daudzas nozares, kas ir saistītas ar šo aviācijas kompāniju, un tas kopumā varētu veidot līdz pat 3 procentiem no iekšzemes kopprodukta. Tā ir ļoti, ļoti ievērojama summa. Un, protams, šobrīd arī notiek aktīvas diskusijas par “Latvijas Gāzes” sadalīšanu, proti, par to, kā mēs varētu kļūt neatkarīgāki no Krievijas gāzes “adatas”, un Tautsaimniecības, agrārās, vides un reģionālās politikas komisijā ir attiecīgs likumprojekts. Ļoti aktīvi iezīmējas divas pilnīgi pretējas puses. “Latvijas Gāzes” pārstāvji – ar Kalvīša kungu priekšgalā – uzskata, ka šie noteiktie termiņi, līdz kuriem “Latvijas Gāzei” būtu jābūt sadalītai... un šiem pārvades, uzglabāšanas un piegādes operatoriem ir jābūt neatkarīgiem... Nu, ir skaidrs, ka komisijā tātad viena no pusēm mēģina ļoti aktīvi panākt to, lai šie termiņi pārbīdītos, iespējams, novilcinot šo laiku līdz pat 2020.gadam. Bet tam visam nav nekāda pamata, jo “Latvijas Gāzes” privatizācijas līgumā ir paredzēta šī ekskluzivitāte – laiks, kurā tā var darboties kā monopoluzņēmums, ir noteikts līdz 2017.gada 3.aprīlim. Līdz ar to būtu ļoti labi, ja mēs spētu veikt šos grozījumus pienācīgi – tā, lai mēs nodrošinātu alternatīvas gāzes piegādes. Un, iespējams, tādējādi mēs samazinātu gāzes cenu patērētājiem un, galvenais, arī nodrošinātu mūsu valsts stratēģisko mērķi, proti, šo enerģijas piegāžu drošību. Jo, ja mēs esam atkarīgi no viena piegādātāja, piemēram, Krievijas, kā tas bija Ukrainas scenārijā, tad, atslēdzot gāzi, vienkārši iestājas panika. Līdz ar to es ceru, ka šeit arī noturēsim šīs pozīcijas un nonāksim pie veiksmīga risinājuma, iespējams, jau šogad vai nākamā gada pašā sākumā.
