• 2015_12_03_335-seq432 spokenText "Paldies. Labdien, cienījamie klausītāji! Šī nedēļa parlamenta darbā bija ļoti spraiga, un visus pieņemtos lēmumus analizēt īsā uzrunā nav iespējams. Es tikai vērsīšu uzmanību uz to, ka šonedēļ – pirmdien – bija visam nākamajam gadam ļoti svarīga diena, proti, valsts budžeta pieņemšana. Par un pret šiem jautājumiem viedokļi izskanēja gan debatēs, gan arī pēc tam cilvēki tos sniedza rakstveidā. Tāpēc šobrīd es šo jautājumu vairs neanalizēšu, tikai pievērsīšos diviem jautājumiem, kas šīsdienas sēdes darba kārtībā bija ietverti un par kuriem mēs paudām savu viedokli sēdē. Mūsu partija šodien neatbalstīja vienu jautājumu, tas ir, lēmuma projektu par apropriāciju pārdali. Tā ir tā situācija, kad kādai valsts iestādei paliek pāri valsts budžetā iedalītā nauda konkrētu projektu neīstenošanas dēļ, jo ir noticis kaut kāds misēklis vai nav iespējams to izdarīt. Un tā arī parlamentam pašam ēku renovācijā palika šobrīd neizpildīts projekts par gandrīz 4 miljoniem, kuriem kā neiztērētiem pēc būtības vajadzētu palikt valsts budžetā. Diemžēl mūsu parlamentā un arī mūsu valstī ir tā sliktā prakse, proti, valsts budžets tiek plānots tādā veidā, ka tad, ja kādai iestādei ir vairāk naudas vai tā neiztērē visu naudu, pašā gada noslēgumā šī nauda tiek veiksmīgi pārdalīta citām iestādēm. Saeima pieņem lēmumu par budžeta pārdalīšanu, tas ir apropriācijas jautājums, un šādās situācijās sasteigti pēdējā gada mēnesī, neievērojot bieži vien nekādus konkursus vai cenu aptaujas kārtību, tiek nopirkts vajadzīgs vai nevajadzīgs, bet kaut kas tiek nopirkts. Nauda tiek iztērēta. Šodien pieņemtais lēmums pēc būtības nozīmē, ka šī nauda tiek aizskaitīta budžetā neparedzētiem gadījumiem, proti, šo naudu diezgan veiksmīgi varēs sadalīt valdība, tieši Finanšu ministrija, un pēc sava satura tā būs kā Finanšu ministrijas Ziemassvētku dāvana saviem labiem čomiem tur, kur vajag, un tur, kur nevajag. Galvenais ir tas, ka šī nauda bez parlamenta kontroles tiek sadalīta. Tā nav laba prakse. Ja nauda netiek iztērēta vienā gadā, tad vajadzētu šo naudiņu ģimenes budžetā arī paturēt, nevis par visām varītēm no šīs naudas atbrīvoties. Otrs jautājums, kas ir ļoti nopietns visai valstij kopumā. Tas ir jautājums par valsts atbalstu airBaltic pamatkapitāla palielināšanai. Arī diskusijas par šo jautājumu ir bijušas ļoti asas, un, iespējams, daudzi to saistīja ar valdības problēmām un valdības iespējamo krišanu. Šajā jautājumā mūsu frakcija atturējās no... es atvainojos, balsoja “pret”, jo, lai gan, no vienas puses, mēs ļoti gribētu, lai nacionālā kompānija Latvijā būtu un attīstītos, mēs nevaram piekrist tam, kādā veidā šie jautājumi tiek iesniegti izlemšanai parlamentā. Es gribu citēt divu vairākuma koalīcijas deputātu pausto: “Piekrītu, ka veids, kā šis jautājums tika skatīts valdībā, nav pieņemams.” Otrs citāts: “Prakse ir ļoti negatīva, ka piecas minūtes pirms termiņa beigām ir jāizlemj, jo mēs visi esam iedzīti stūrī.” Cienījamie klausītāji! Šādas atbildes vai, pareizāk sakot, šādas situācijas mēs Latvijas vēsturē esam dzirdējuši un redzējuši ļoti daudz, un parasti tās ir saistītas ar lielu naudas summu izmaksu. Arī parlamentārās izmeklēšanas komisija, kas izmeklēja bankas “Citadele” pārdošanas jautājumu, secināja tieši to pašu. Valdības neizdarības dēļ jautājums ir novilcināts līdz pēdējai minūtei. Pēdējā minūtē, kad ūdens smeļas mutē, tiek pieņemts lēmums. Šo lēmumu pieņem cilvēki, kuriem ir vai nu pilnīgi vienalga (galvenais, ka priekšniecība tā ir teikusi, un es, skatoties šodien parlamenta zālē, redzēju, ka deputāti tādā veidā daudzi balsoja, pat neredzot šos dokumentus, vienkārši ticot, ka koalīcija jāatbalsta), vai arī tie cilvēki, kuriem bija jāiepazīstas ar materiāliem, bet īstenībā viņi šos materiālus neredzēja. Šodien mēs zinām, ka vakar Budžeta un finanšu (nodokļu) komisijas sēdē nebija materiālu, uz kuru bāzes varētu kvalitatīvi izvērtēt šī pamatkapitāla palielināšanas jautājumu. Un līdzīgi tas ir daudzos citos gadījumos. Arī “Citadeles” pārdošanas jautājumā ministrs atnāk uz sēdi, viņam priekšā tiek nolikts dokumentu blāķis, kurš nav pat pārtulkots valsts valodā, un viņam ir jābalso par šo jautājumu. Cienījamie klausītāji! Šādas lietas Latvijas valstī diemžēl vēl aizvien notiek. Un es ļoti gribētu, lai mums pēc gada nebūtu jāveido jauna parlamentārās izmeklēšanas komisija, kas pētītu kārtējo naudas nepamatotu vai ļoti aizdomīgu izšķērdēšanu vai tērēšanu. Es ļoti gribētu, lai mūsu Latvijas valdība jautājumus sagatavo un deputātiem dod pamatoti, izvērsti, lai mēs, pieņemot lēmumus, redzētu, par ko tie ir un kādā virzienā nauda aiziet, lai mēs katrs atbildētu par pieņemtajiem lēmumiem.
