Tikko nopublicētais SKDS pētījums rāda, ka gandrīz puse respondentu par galvenajiem ieguvējiem no šī budžeta uzskata ierēdņus, bet trešā daļa - negodīgus uzņēmējus. Savukārt par lielākajiem zaudētājiem tiek uzskatīti godīgie uzņēmēji un ģimenes ar bērniem. Ir, par ko aizdomāties vismaz vienam koalīcijas partnerim, kas sakās īpaši rūpējoties par demogrāfijas jautājumiem. To, ka Ministru kabineta izstrādātie likumprojekti ir nekvalitatīvi un nepārdomāti, netieši ir apliecinājis pats Ministru kabinets, kurš uz otro lasījumu ir iesniedzis veselu gūzmu - ap 200 - priekšlikumu likumprojektu pilnveidošanai un sava brāķa pielabošanai. Budžetā piedāvātā ieņēmumu politika atgādina laimes ratu, uz kura ir atzīmētas visas nodokļu maksātāju grupas. Pie kuras no tām apstāsies Ministru kabineta iegrieztais rats, tām šajā gadā jāmaksā vairāk. Neko darīt - tāds liktenis! Tā vietā, lai nopietni cīnītos ar ēnu ekonomiku, šī gada budžeta politika ir vērsta uz to grupu papildu aplikšanu ar nodokļu likmēm, kuras jau tā godīgi maksā nodokļus. Tikai pagājušajā piektdienā tika pieņemts lēmums - atteikties no neapliekamā minimuma palielināšanas, tā vietā palielinot atvieglojumus par apgādībā esošo personu par desmit eiro. Vai tiešām tas liecina par pārdomātu, laikus plānotu valsts politiku? Mums nav pieņemama arī akcīzes nodokļa palielināšana degvielai, kas atstās būtisku ietekmi uz preču un pakalpojumu cenām, turklāt šos ieņēmumus nemaz nenovirzot ceļu remontiem. Arī grozījumi pievienotās vērtības nodoklī, kas paredz daudzdzīvokļu māju apsaimniekošanas pakalpojumu aplikšanu ar pievienotās vērtības nodokli, būtiski ietekmēs cilvēku, tajā skaitā ne jau pašu pārtikušāko, iespējas norēķināties par mājokli. Tikai pēdējā brīdī tika sadzirdēti iebildumi par PVN piemērošanu kultūras pasākumiem, kad pret tiem sāka protestēt sabiedrībā zināmas personas. Var tikai piekrist tiem 92 procentiem SKDS aptaujāto, kas par primāro uzdevumu, lai palielinātu līdzekļu piešķiršanu valstij nozīmīgām sfērām, uzskata revīziju veikšanu valsts izdevumos un līdzekļu taupīšanu. Diemžēl tas izrādījies pārāk smags uzdevums, kas uzvelts valdības vārgajiem pleciem. Mēs nevaram atbalstīt izdevumu daļu ne tikai tāpēc, ka nav iespējams saprast, kādus pakalpojumus un kādā apjomā mēs saņemsim, bet arī tāpēc, ka Ministru kabineta “sāgai par naudu” nepiemīt konsekvence, tā diezgan dinamiski mainās, un pēkšņi atrodas dažādi papildu līdzekļi, lai apmierinātu atsevišķas prasības un tādā veidā saglabātu koalīcijas stabilitāti. Faktiski arī šogad pretēji solītajam ir saglabātas deputātu kvotas, tā pieļaujot dalīt naudu bez skaidriem kritērijiem visdažādākajām sīkām esošo un potenciālo vēlētāju vajadzībām. Ir tāda sajūta, ka desmitiem Ziemassvētku vecīšu vai drīzāk salaveču un sniegbaltīšu, kas sevi dēvē par deputātiem, ir ieņēmuši zemo startu, lai pavisam drīz trauktos pa visu Latviju iznēsāt dāvanas, kas pirktas par nodokļu maksātāju naudu. Kādam bērnudārzam tiks spēļu laukums, kādai pilsētai - sporta komplekss, bet kādai skolai nāksies samierināties tikai ar interaktīvo tāfeli. Reizēm rodas sajūta, ka valstij naudas ir gana un vajadzīgo adresātu aplaimošanai tās netrūkst. Pēdējās dienās atradusies nauda gan algu pieaugumam Ministru kabinetam, gan Pasaules Bankas pētījumam par nodokļu sistēmu. Apstiprinot šo budžetu, joprojām nav skaidrības par airBaltic aplaimošanu ar 80 miljoniem eiro, par palīdzības piešķiršanu Turcijai un visdziļākā miglā tīts paliek jautājums par to, kādas ir mūsu valsts budžeta patiesās iespējas, kādi vispār ir šīs valdības mērķi un ko ar šo budžetu tā grib sasniegt. Tāpēc frakcija “No sirds Latvijai” nevar atbalstīt 2016.gada valsts budžetu un uzskata, ka tas neveicinās Latvijas izvirzīto mērķu sasniegšanu, tas neveicinās Latvijas izaugsmi, bet gan negatīvi ietekmēs uzņēmējdarbības vidi un iedzīvotāju labklājību.
