Mūsos ir izdzīvošanas un dzīves gudrības gēns. Es tam ticu un zinu, ka arī 98. pastāvēšanas gadā, tāpat kā turpmākajos, Latvija ies uz priekšu. Ar attīstības degsmi un ar mierīgu pārliecību. Faktiski citu iespēju mums nav, ja vēlamies pastāvēt ilgi. Šodien mēs esam jauna Latvijas darba cēliena priekšā. Mēs visi kopā esam sagatavojuši šo finanšu darba plānu, ar kuru varam attīstīt prioritāras nepieciešamības, izprotot būtiskāko. Pēdējie notikumi Eiropā un pasaulē liecina par to, ka mums ir jābūt gataviem nepieciešamības gadījumā atbilstoši reaģēt uz ārējās vides radītajiem riskiem un apdraudējumu nacionālajai drošībai. Tāpēc es vēlos pateikties jums, cienījamie deputāti, un caur katru no jums arī visiem Latvijas vēlētājiem un iedzīvotājiem par kopīgo izpratni, ka mums jāstiprina sava drošība - drošība valstī, valsts robežu fiziska un simboliska aizsardzība, kā arī sociālā drošība. Šis ir ikviena Latvijas iedzīvotāja budžets, par kuru jūs tūlīt balsosiet. Šajā budžetā darīts viss iespējamais, lai esošajos ekonomiskajos apstākļos mēs sabalansētu dažādu sabiedrības grupu intereses, lai mazinātu nevienlīdzību iedzīvotāju ienākumos. Papildu līdzekļi ir ieguldīti aizsardzībā un iekšējā drošībā. Papildu 9 miljoni tiek ieguldīti izglītībā, papildu 10 miljoni ir novirzīti veselībai. Papildu līdzekļi ir piešķirti policistiem un ugunsdzēsējiem. Ir notikušas regulāras konstruktīvas un arī emocionālas diskusijas ar sadarbības un sociālajiem partneriem. Vienmēr varam katrs sev paņemt kādu mācību nākotnei par dialogu veidošanas laiku, iespējām un rezultātiem. Uzskatu, ka darbs pie 2017.gada valsts budžeta ir jāsāk jau decembrī janvārī, iesaistot katrā no nozarēm partneru redzējumu un idejas. Valdība, veidojot budžetu, ir strādājusi atbildīgi. Kritika ir bijusi gan veselīga, uz labākiem rezultātiem rosinoša, gan arī pašmērķīga. Tomēr varu apliecināt, ka esam ar jūsu, visa parlamenta, aktīvu iesaistīšanos darījuši to labāko iespējamo, rēķinoties ar ārējiem izaicinājumiem, ar kuriem Latvijai būs jāsaskaras tuvākajos gados. Un šeit es gribu izteikt pateicību mūsu finanšu ministram, Finanšu ministrijai, Finanšu ministrijas parlamentārajam sekretāram un Saeimas Budžeta un finanšu (nodokļu) komisijai un tās priekšsēdētājam Kārlim Šadurskim personīgi par divu mēnešu darbu pēc budžeta nodošanas Saeimā.
