Mūsu nostāja tiek sadzirdēta, arī iesniegtie priekšlikumi, kas vērsti uz budžeta izdevumu lietderības regulāru izvērtēšanu atbilstoši valsts attīstības mērķiem, ir sasnieguši dzirdīgas ausis. Un tātad katrā ziņā vismaz šodien ir pieņemts Valsts prezidenta rosinātais priekšlikums - ar likumu noteikt, ka valdībai pastāvīgi jāveic valsts budžeta izdevumu un funkciju izvērtēšana atbilstoši valsts attīstības mērķiem. Man ir arī prieks, ka beidzot to ir sapratusi Finanšu ministrija un ir paziņojusi, ka nākamgad veiks valsts budžeta izdevumu revīziju. Taču ik gadu, izstrādājot valsts budžetu, valdība žēlojas par to, ka nodokļu ieņēmumi ir nepietiekami, lai segtu visus nepieciešamos izdevumus, tāpēc atkal ir jāpaaugstina nodokļi. Taču tajā pašā laikā nav zināms, kam par ko tiek maksāts, ko no tā iegūst ikviens valsts iedzīvotājs. Ikviens mēģinājums saņemt informāciju atsitas kā pret sienu, jo ierēdņi modri sargā savas pils neievainojamību un diezgan ātri pārliecina ministrus par visu izdevumu nepieciešamību. Un, protams, diemžēl valdībā ir arī ministri, kuri mierīgi spēj atbildēt, ka viņi absolūti nezina par to, kas tajā budžetā ir, jo nav piedalījušies tā izstrādē, un nejūtoties nemaz neomulīgi, ka nepārzina savas ministrijas centrālā aparāta lielākos izdevumus un to izmaiņas. Vai jūs varētu iedomāties situāciju, ka kādas lielas kompānijas vadītājs nespētu atbildēt uz jautājumu, kam šī kompānija tērēs miljonu, jo, viņaprāt, to varētu zināt jebkurš cits, bet viņam par to nebūtu nekādas daļas? Mūsuprāt, ir svarīgi, ka to, kā tiek tērēti līdzekļi un kādiem izdevumiem tie tiek tērēti, zina ne tikai kāds ierēdnis, bet arī ministrs un arī deputāti un ka sabiedrība jebkurā brīdī, kad tas ir nepieciešams, spēj saņemt visu nepieciešamo informāciju. Un tāpēc, lai to spētu īstenot, mūsuprāt, nepietiek tikai ar šo likumā ierakstīto vispārējo normu, kas uzliek par pienākumu pārskatīt budžeta izdevumus, jo, kā mēs redzam, Likumā par budžetu un finanšu vadību ietvertās normas izpildvara var mierīgi ignorēt un nekādā veidā arī neīstenot, iesniedzot ikgadējo budžeta likumu. Tāpēc būtu svarīgi - un par to ir šis priekšlikums -, ka ir konkrēts grafiks, uzdevums Ministru kabinetam, kādā laika periodā ir jāizstrādā metodika bāzes izdevumu pārskatīšanai, lai nebūtu atkal jāatrunājas ar kaut kādiem argumentiem, jo nestrādās jau arguments, ka bija vēlēšanas, nestrādās arguments, ka bija prezidentūra. Bet es pieņemu, ka vienmēr ierēdņi savā jaunradē atradīs veidu, kā atkal atrast kaut ko, ar ko aizbildināties, kāpēc nav iespējams veikt tos darbus, uzdevumus un funkcijas, ko nosaka likumi. Tāpēc aicinu atbalstīt mūsu priekšlikumu, kas paredz uzdot Ministru kabinetam līdz nākamā gada 1.februārim izstrādāt valsts budžeta programmu bāzes izdevumu izvērtēšanas metodiku un ministriju un citu centrālo valsts iestāžu budžeta izvērtēšanas grafiku 2016.gadam.
