Diemžēl mēs, Saeimas deputāti, skatot jautājumus, kas saistīti ar valsts budžeta līdzekļu izlietojumu, ik pa brīdim konstatējam, ka ne viena vien valsts iestāde, kas ir atbildīga par nodokļu maksātāju naudas izlietojumu un, galvenais, racionālu, efektīvu, - es gribu īpaši uzsvērt - likumīgu izlietojumu, šajos viedajos vārdos neieklausās. Vēlos atgādināt tikai būtiskākos Valsts kontroles veiktajās pārbaudēs konstatētos pārkāpumus. Pārbaudot 2014.gada finanšu pārskatus, nelikumīgu avansa maksājumu veikšana ir konstatēta Kultūras ministrijā par kopējo summu 223 tūkstoši eiro. Nacionālais veselības dienests par gandrīz 230 tūkstošiem eiro bija jau daļēji apmaksājis pakalpojumus, kurus saņems 2015.gadā. Ieslodzījuma vietu pārvalde veikusi avansa maksājumus 126 tūkstošu eiro apmērā par pakalpojumiem, kurus saņems tikai 2015.gadā, un tā šo sarakstu varētu turpināt arī ar citām summām. Kas ir kopējs gadījumiem, kad notiek nelikumīga neracionāla rīcība ar līdzekļiem? Tā ir vēlme gada beigās naudas līdzekļus pārskaitīt avansā par nākamā gada maksājumiem. Taču Likums par budžetu un finanšu vadību nosaka, ka šādi avansa maksājumi ir nelikumīgi. Bet kā reaģē iestādes? Tās mēģina skaidrot, ka tā ir nevis nosodāma rīcība, bet gan efektīva līdzekļu izmantošana. Diemžēl arī Ministru prezidente publiski ir paudusi viedokli, ka nelikumīgie avansa maksājumi nav nosodāma rīcība, jo tie ir veikti godprātīgi. Varbūt kāds var atbildēt uz jautājumu, kā ir iespējams rīkoties godprātīgi un vienlaikus nelikumīgi? Man personīgi būtu interesanti dzirdēt, ko, piemēram, teiktu Valsts ieņēmumu dienests uzņēmējiem, kuri arī, nevēloties maksāt lielāku uzņēmumu ienākuma nodokli, veiktu kādus maksājumus par nākamajā vai varbūt vēl tālākā laika periodā saņemamiem pakalpojumiem jau šajā konkrētajā gadā, skaidrojot, ka tādā veidā viņi arī efektīvi rīkojas ar līdzekļiem un samazina valstij maksājamos nodokļus. Jo viņi taču arī ir rīkojušies godprātīgi, un tādā ziņā tas nav nosodāmi. Droši vien, ka no Valsts ieņēmumu dienesta mēs sagaidītu attiecībā pret uzņēmēju absolūti citu scenāriju. Tas noteikti nebūtu vērtēts kā godprātīga rīcība no uzņēmēju puses. Bet par ko liecina šie avansa maksājumi? Tie liecina par nekvalitatīvu budžeta plānošanu, problēmām ar iepirkumu organizēšanu un izpildi. Jo izrādās, ka gada beigās iestādei ir šīs brīvās naudas līdzekļu rezerves un no tām apmaksāt nākamā gadā saņemtās preces un pakalpojumus ir iespējams jau konkrētajā gadā. Manuprāt, būtu loģiski, ja iestāde šos pakalpojumus apmaksā tajā brīdī un tajā gadā, kad tā reāli šos pakalpojumus saņem, bet šajā gadā samazina izdevumus, ietaupot līdzekļus, un būtībā, racionāli rīkojoties arī attiecībā pret valsts kopējo naudas plūsmu, šos maksājumus veic nākamajā gadā. Tāpēc es uzskatu, ka šis mūsu piedāvājums samazināt par 25 procentiem to izdevumu daļu, kura nelikumīgi avansa maksājuma veidā ir pārskaitīta, tikai veicinātu godprātīgu attieksmi pret nodokļu maksātāju naudu, tātad disciplinētu iestāžu vadītājus racionāli un pirmām kārtām likumīgi rīkoties ar nodokļu maksātāju līdzekļiem. Tāpēc aicinu atbalstīt mūsu priekšlikumus, lai veicinātu šo iestāžu atbildību par valsts līdzekļu likumīgu un efektīvu izmantošanu. Paldies.".
